Projectos educativos locais : o plano municipal de intervenção educativa do Município de Ílhavo

Abstract

Nos últimos anos tem-se assistido a uma crescente responsabilização das autarquias, em matéria de Educação, numa clara transferência de competências a vários níveis e que requer das autarquias uma agilização de meios humanos, materiais e, principalmente, financeiros. Surgem, com mais regularidade e com diversos contornos, os chamados Projectos Educativos Locais associados a políticas educativas municipais. Este estudo pretende contribuir para a compreensão das dinâmicas locais associadas ao Plano Municipal de Intervenção Educativa do Município de Ílhavo. Com este objectivo foi realizada uma pesquisa de natureza qualitativa recorrendo-se à análise documental e a entrevistas com actores privilegiados. Através desta recolha de dados e da interacção com diversos parceiros educativos e sociais que actuam no palco educativo deste Município, procuramos analisar de que forma este Plano se considera um Projecto Educativo Local, como converge vontades e estabelece parcerias em prol da educação e qual a percepção que os diversos parceiros educativos, nomeadamente a Autarquia, as Direcções das Escolas e as Associações de Pais têm sobre a implementação deste Plano. O Plano Municipal de Intervenção Educativa é visto de forma positiva pelos parceiros educativos, apelando a dinâmicas de participação activa, embora se reconheça que muitas das suas propostas se centram na escola e na população escolar.

In the past few years, a growing trend of assigning responsibilities and liabilities to the local authorities has been observed, in what concerns especially the subject of Education. This has involved a movement of clear transfer of competences at various levels and one which demands that the local authorities implement a process that makes the human, material and, mostly, financial means more promptly and easily available. The so called Local Educational Projects have appeared with an increasing regularity and presented various outlines of action; also, these are projects which are associated with municipal educational policies. This study aims to contribute to a deeper understanding of the local dynamics associated with the Municipal Plan for the Educational Intervention of the Municipality of Ílhavo. To this end, a research study with a qualitative nature was performed, which used documental analyses and interviews made to key players in this area. By means of this data collection and through the interaction with several educational and social partners which act in the educational arena of the Municipality, we aim to analyze the manner in which the aforementioned Plan can be considered as a Local Educational Project, as it converges wills and establishes partnerships on behalf of education and what is the perception that the various different educational partners, namely the local authorities, the school boards and the parents' associations have in what concerns the implementation of this particular Plan. The Municipal Plan for the Educational Intervention is thought of in a positive manner by the educational partners, as it appeals to active participation dynamics, although we do acknowledge the fact that many of its proposals are focused on school and the school population.
