Planos Estratégicos Municipais de Cultura: (Des)Virtualidades para a Salvaguarda e Promoção do Património Cultural Local

Abstract

The successive processes of decentralization of powers from the central state to the municipalities in the field of culture have forced local authorities to adapt to new concepts and, above all, to new needs. One of the most recently introduced is called ‘Strategic Municipal Culture Plans’ (Planos Estratégicos Municipais de Cultura – PEMC) and it’s mainly related to financing or applications in the sector. Recently, the Center’s Regional Direction for Culture recently commissioned a report on Post-Centro 2020 Culture, which revealed that the vast majority of municipalities in the region do not have strategic instruments for culture. Of those that exist, the existing one are just lists of equipment or activity plans. The lack of information and definition of this instrument and the successive requests for its presentation by national or international policies, require not only a reflection on the reasons that explain why they are rare in our country, but also a reflection on their potential virtues in the safeguarding and promotion of Cultural Heritage. The bibliographical review and document analysis of the cultural policy instruments that two municipalities in the portuguese central region - Leiria and Estarreja - with distinct contexts and cultural management mechanisms, allow us to understand that, regardless of the differences, the challenges faced in this context are very similar. Problems such as effective public participation in cultural dynamics, the lack of legal obligation or lack of knowledge about the PEMC model, the lack of human resources combined with the low level of professionalization of these resources in the local authorities' staff, the duality of Culture performance vs Tourism resulting from the lack of awareness of the value of Culture and Cultural Heritage or the scarcity of investment are some of the weaknesses associated to this tool. Consequently, and since the aim is for Municipal Cultural Strategic Plans to be a common reality for Portuguese municipalities within 10 years, they will also be problematics linked to the management and future programming of Cultural Heritage.

Os sucessivos processos nacionais de descentralização de competências no âmbito da Cultura têm obrigado o poder local a adaptar-se a novos conceitos e, sobretudo, a novas necessidades. Uma das mais expostas recentemente designa-se Planos Estratégicos Municipais de Cultura e associa-se sobretudo a financiamento ou candidaturas no setor. Recentemente a Direção Regional de Cultura do Centro encomendou o Estudo Cultura Pós-Centro 2020, que deu conta que uma grande maioria dos municípios da região não dispõem de instrumentos estratégicos para a cultura. Dos existentes, a sua maioria são apenas listas de equipamentos ou planos de atividades. A falta de informação e definição deste instrumento e os sucessivos pedidos da sua apresentação por parte de políticas nacionais ou internacionais, pedem não apenas uma reflexão sobre as razões que explicam porque são eles residuais no nosso país, mas também uma reflexão sobre as suas potenciais virtudes na salvaguarda e promoção do Património Cultural. A revisão bibliográfica e a análise documental dos instrumentos de política cultural de dois municípios da região centro – Leiria e Estarreja - com contextos e mecanismos de gestão cultural distintos, permite-nos entender que, independentemente das diferenças, os desafios encontrados neste âmbito são muito semelhantes. Problemáticas como a efetiva participação pública nas dinâmicas culturais, a inexistência de obrigatoriedade legal ou o desconhecimento acerca do modelo PEMC, a carência de recursos humanos aliada à fraca profissionalização dos mesmos nos quadros de pessoal das autarquias, a dualidade de atuação Cultura vs Turismo fruto da dessensibilização do valor da Cultura e do Património Cultural ou a privação de investimento são algumas das fragilidades encontradas nesta ferramenta. Consequentemente, e uma vez que se ambiciona que os Planos Estratégicos Municipais de Cultura sejam uma realidade comum aos municípios portugueses no prazo de 10 anos, serão também problemáticas associadas à gestão e programação futura do Património Cultural.
