A voz das pessoas no espaço público através do urbanismo tático

Abstract

This dissertation seeks to reflect on the participation of people in the development of projects in public space through tactical urbanism and on the contribution that this approach can bring to the city and the community.To this end, we sought to understand the importance of public space for individuals and urban life, the relevance of including participatory methods in the process of designing a work, and what defines and characterizes tactical urbanism, through the elaboration of a bibliographic review. In addition, an in-depth analysis was made of three tactical actions carried out in Portuguese territory, being 'VivaCidade. Dressing the urban voids', 'Appropriation of Bairro Leal' and 'Water your neighborhood'. Through interviews with the promoters and the community involved, as well as visits to the intervention sites, to collect data for research. Finally, a comparative analysis was carried out between these interventions, in order to ascertain the challenges of involving the local population in the process of realizing tactical urbanism, as well as to frame how this approach occurs in Portugal. From the observation of these data, it was possible to conclude that the application of participatory methods, especially in tactical urbanism, allows to create a sense of belonging of the community with its neighborhood. In addition, it helps to know the local narrative and to transmit this in the intervention, enabling a connection of people with the identity of the place. Tactical urbanism allows these ties to emerge in the population more quickly, as they are actions characterized by their low cost and short term.

Esta dissertação busca fazer uma reflexão sobre a participação das pessoas no desenvolvimento de projetos no espaço público através do urbanismo tático e sobre o contributo que essa abordagem pode trazer para a cidade e para a comunidade.Para tal, procurou-se compreender a importância do espaço público para os indivíduos e para a vida urbana, a relevância de incluir métodos participativos no processo de elaboração de uma obra, e o que define e caracteriza o urbanismo tático, através da elaboração de uma revisão bibliográfica. Em adição, foi feita uma análise profunda de três ações táticas realizadas em território português, sendo ‘VivaCidade. Vestir os vazios urbanos’, ‘Apropriação do Bairro Leal’ e ‘Rega o teu bairro’. Através de entrevistas com os promovedores e a comunidade envolvida, assim como de visitas aos sítios de intervenção, para recolha de dados para investigação. Por fim, realizou-se uma análise comparativa entre essas intervenções, para com isto averiguar os desafios de envolver a população local no processo de realização do urbanismo tático, bem como enquadrar como essa abordagem ocorre em Portugal. Da observação desses dados foi possível concluir que a aplicação de métodos participativos, em especial no urbanismo tático, permite criar sentimento de pertencimento da comunidade com a sua vizinhança. Além disso, auxilia a conhecer a narrativa local e a transmitir isso na intervenção, possibilitando uma conexão das pessoas com a identidade do local. O urbanismo tático permite que esses laços surjam na população de forma mais rápida, por serem ações caracterizadas pelo seu baixo custo e seu curto prazo.
