Projeto do Tribunal Judicial da Comarca de Coimbra - Definição e Caracterização dos Espaços da Justiça

Abstract

A seguinte dissertação propõem-se a desenvolver uma intervenção para o Novo Tribunal da Comarca de Coimbra. O espaço onde se pretende desenvolver a proposta insere-se no contexto urbano da Baixa da cidade, encontrando-se limitado a poente pela avenida Fernão de Magalhães, a nascente pela rua Figueira da Foz, a norte pela antiga Azinhaga dos Lázaros e a sul pela rua João Machado, caracterizando-se pela sua forma predominante triangular e interior de quarteirão.Ao longo dos séculos, foram vários os elementos que estiveram na génese de associação dos espaços da justiça, desde a audiência ao ar livre até às construções dedicados á sua administração. Foi a partir do século XVIII que nos países mais desenvolvidos como a Inglaterra, França e os Estados Unidos da América que desencadeou a construção de edifícios de raiz para a administração da justiça marcados por uma composição vinculada ou rigor geométrico.Em Portugal, os edifícios estritamente relacionados à prática judicial surgiram no XX, com o objetivo de aperfeiçoar a administração dos tribunais e de vincular uma linguagem arquitetônica comprometida com quem exercia o poder executivo ao tempo, em que se imponham elementos como a simbologia, simetria, geometria, escala, materialidade e o afastamento ou aproximação em relação ao espaço urbano. Este trabalho foca-se no desenho de um novo edifício da Justiça que tem como objetivo albergar todos os seus serviços num único espaço, um exercício onde o construído procurou responder às necessidades urbanas e programáticas através da análise dos elementos que estiveram na génese do desenvolvimento dos tribunais, invocando uma nova temporalidade e dotando o espaço com uma imagem que possa representar o programa que lhe é atribuído.

The following dissertation proposes to develop an intervention for the New District Court of Coimbra. The space where the proposal is to be developed is inserted in the urban context of the city's downtown, being limited to the west by Fernão de Magalhães avenue, to the east by Figueira da Foz street, to the north by the old Azinhaga dos Lázaros and to the south by João Machado street, being characterized by its predominant triangular shape and inner block.Over the centuries, there were several elements that were in the genesis of the association of the spaces of justice, from the open-air court to the buildings dedicated to its administration. It was from the eighteenth century that in the most developed countries like England, France and the United States of America that triggered the construction of buildings from scratch for the administration of justice marked by a composition bound or geometric rigor.In Portugal, the buildings strictly related to judicial practice emerged in the XX, with the aim of improving the administration of the courts and to bind an architectural language committed to who exercised the executive power at the time, in which elements such as symbolism, symmetry, geometry, scale, materiality and the remoteness or closeness in relation to the urban space are imposed. This work focuses on the design of a new Justice building that aims to house all its services in a single space, an exercise where the built sought to respond to urban and programmatic needs through the analysis of the elements that were at the genesis of the courts' development, invoking a new temporality and endowing the space with an image that can represent the program assigned to it.
