Análise de Combustíveis na envolvente às habitações no concelho de Aguiar da Beira

Abstract

Forests are an essential resource for nature and human life. Through adjusted management, forest spaces offer us several resources that must be managed based on a good nature conservation practices. Forest fires pose a huge threat not only to the forest but also to infrastructures and population residing in rural areas. This is a serious problem that forces society to become aware of the risk of its behaviours. The fires that affected our country in 2017 are still very much alive in our mind, which identifies them as one of the worst natural disasters that affected Portugal for as long as there is memory. The loss of human life and the high number of infrastructures decimated by fires during these, highlighted the importance of wildland-urban interface fires, showing that the existing mitigation measures were insufficient. Fire behaviour is determined by topography, meteorology, and vegetation. Although man does not have the power to modify meteorology and topography, he has in his hand the power to modify vegetation through its management. However, the 2017 fires stood out due to the lack of management, or even the inappropriate management, of the vegetation in the proximity of various infrastructures affected by the fires, which is one of the main causes that led to the increase in the registered impacts. As such, and taking all these events as inspiration, this dissertation will carry out a study to determine whether there is appropriate fuel management in housing environment, in the municipality of Aguiar da Beira. These houses were selected because they are in the wildland-urban interface. Furthermore, it will be determined whether the population of Aguiar da Beira is aware of all current regulations regarding fuel management in Portugal.

As florestas são um recurso essencial à natureza e à vida humana. Através de uma gestão ajustada, os espaços florestais oferecem-nos vários recursos que devem ser geridos com base em boas práticas de conservação da natureza. Os incêndios florestais constituem uma enorme ameaça não só à floresta, como também às infraestruturas e população que reside nos espaços rurais. Trata-se de um problema grave que obriga a sociedade a tomar consciência do risco dos seus comportamentos. Os incêndios que atormentaram o nosso país, em 2017, ainda estão bem vivos na nossa mente que os identifica como um dos piores desastres naturais que afetou Portugal desde que há memória. A perda de vida humana e o elevado número de infraestruturas dizimadas pelo fogo durante esses incêndios, vieram evidenciar a importância dos incêndios interface urbano-florestal, mostrando que as medidas de mitigação existentes eram insuficientes. O comportamento do fogo é determinado pela topografia, meteorologia e pela vegetação. Apesar do Homem não ter o poder de modificar a meteorologia e a topografia, este, tem nas suas mãos, o poder de modificar a vegetação através da sua gestão. No entanto, os incêndios de 2017 destacaram-se pela falta de gestão, ou a gestão inapropriada, da vegetação na proximidade das diversas infraestruturas atingidas pelo fogo, sendo esta uma das principais causas que levaram ao avolumar dos impactos registados. Como tal, e pegando como inspiração todos esses acontecimentos, esta dissertação irá realizar um estudo para determinar se existe uma gestão de combustíveis apropriada na envolvente de habitações no concelho de Aguiar da Beira. Estas habitações foram selecionadas por se encontrarem numa zona de interface urbano-florestal. Além disso, vai-se determinar se a população de Aguiar da Beira tem conhecimento de toda a regulamentação, que se encontra em vigor, relativa à gestão de combustíveis.
