VERIFICAÇÕES NO LOCAL DO PROGRAMA OPERACIONAL DO CAPITAL HUMANO: UMA ANÁLISE AOS DESVIOS DOS INDICADORES ESPECÍFICOS DOS CURSOS PROFISSIONAIS

Abstract

Este é um Relatório que resulta do estágio curricular realizado na Brighten Consulting S.A., no período compreendido entre doze de setembro de 2022 a vinte e dois de dezembro de 2022.O estágio focou-se na realização de verificações no local do “Programa Operacional do Capital Humano” (POCH), nomeadamente ao nível dos cursos profissionais. Tendo em conta esse tema, este relatório faz, desde logo, um enquadramento teórico que detalha, na dimensão necessária, o Fundo Social Europeu (FSE) e o delineamento das questões legais que lhe está associado. De seguida, há uma descrição da realidade do ensino profissional em Portugal. Estes pontos surgem com a intenção de fazer uma leitura dos Indicadores Específicos associados a operações do ensino profissional. A realização de uma leitura dos desvios associados à concretização desses indicadores, objetivo deste Relatório de Estágio, revela uma realidade das operações e da aplicação do FSE que levanta questões quanto ao foco que a Autoridade de Gestão dá às operações que incumprem os indicadores. Apesar da generalidade das operações cumprir os indicadores, verifica-se que pode haver casos de algum conservadorismo na definição dos valores contratualizados, pondo em causa a pertinência do fundo.Por fim, sugere-se que uma ação conjunta entre a Autoridade de Gestão e a Brighten Consulting S.A, como auditor nas verificações no local, pode ser pertinente para melhor obtenção de resultados na análise da aplicação dos fundos e, por conseguinte, um melhor aproveitamento dos mesmos.

This is a Report resulting from the curricular internship carried out at Brighten Consulting S.A., in the period between September 12, 2022 and December 22, 2022.The internship focused on carrying out on-the-spot verifications of the “Human Capital Operational Program” (HCOP), namely at the level of professional courses. Bearing this theme in mind, this report makes, from the outset, a theoretical framework that details, in the necessary dimension, the European Social Fund (ESF) and the outline of the legal issues associated with it. Next, there is a description of the reality of professional education in Portugal. These points arise with the intention of reading the Specific Indicators associated with professional education operations. Carrying out a reading of the deviations associated with the achievement of these indicators, the objective of this Internship Report, reveals a reality of operations and the application of the ESF that raises questions regarding the focus that the Management Authority gives to operations that do not comply with the indicators. Even though most operations comply with the indicators, it appears that there may be cases of some conservatism in the definition of contracted amounts, jeopardizing the pertinence of the fund. Finally, it is suggested that a joint action between the Management Authority and Brighten Consulting S.A, as an auditor in the on-site verifications, may be relevant to better obtain results in the analysis of the application of funds and, therefore, a better use of the same.
