A construção da paz em um mundo em transformação:o debate e a crítica sobre o conceito de peacebuilding

Abstract

O artigo analisa o surgimento e a evolução do conceito de construção da paz (peacebuilding) no contexto internacional do pós-Guerra Fria, com foco em sua operacionalização no seio da Organização das Nações Unidas (ONU). O objetivo é elucidar a teoria que sustenta a prática da ONU para países emergindo de conflitos violentos. O ensaio argumenta que os conceitos teóricos da construção da paz são objeto de intenso debate internacional desde o período da Guerra Fria. Esse debate contribui para evidenciar os limites e as condições de aplicação desse conceito nas operações de paz conduzidas pela ONU desde 1945. Para tanto, o artigo está dividido em três seções. A primeira adota uma perspectiva histórica do conceito, abordando a operacionalização do conceito de paz na ONU durante a Guerra Fria, quando a paz era predominantemente concebida como a ausência de conflitos militares interestatais. A partir da década de 1960, os trabalhos dos precursores dos estudos para a paz, entre os quais Johan Galtung, lançaram um novo olhar sobre o conceito de paz, na medida em que permitiram compreendê-la não apenas como um sinônimo da cessação de conflitos bélicos entre Estados, mas também como uma noção diretamente relacionada a temas como desenvolvimento e direitos humanos. A segunda seção analisa o alargamento teórico-conceitual do conceito de paz no pós-Guerra Fria, no qual o fim da bipolaridade nas relações internacionais teve impacto direto na atuação da ONU para a construção da paz internacional. Finalmente, a terceira seção apresenta uma abordagem crítica do conceito de construção da paz, evidenciando o debate internacional sobre os limites e as condições de sua aplicação na contemporaneidade. A análise da literatura permite afirmar que os limites práticos e teóricos da noção de peacebuilding impõem a continuidade do debate internacional nesse âmbito, algo essencial para o fortalecimento da ONU no mundo contemporâneo. O artigo, dessa forma, contribui para os esforços acadêmicos que buscam pensar a atuação da ONU para a construção da paz, ao evidenciar que parte dos desafios enfrentados por essa organização tem origens conceituais.

The paper analyzes the emergence and the evolution of the concept of peacebuilding in the international context of the post-Cold War, focusing on its implementation within the United Nations (UN). The goal is to elucidate the theory behind the practice of the United Nations towards countries emerging from violent conflicts. The essay argues that the theoretical concepts of peacebuilding are object of intense international debate since the Cold War. This debate has helped to highlight the limits and conditions for applying this concept in the peace operations conducted by the United Nations since 1945. To this end, the article was divided into three sections. The first section adopts a historical perspective of the concept, addressing its operationalization at the United Nations during the Cold War, when peace was predominantly conceived as the absence of interstate military conflicts. From the 1960s, the work of the Founding Fathers of the Peace Studies, such as Johan Galtung, launched a new look at the concept of peace, which come to be related not only with the cessation of armed conflicts between States, but also with topics such as development and human rights. The second section analyzes the theoretical and conceptual extension of the concept of peace in the post-Cold War, in which the end of bipolarity in international relations has had a direct impact on United Nations peace activities. Finally, the third section contains a critical approach to the concept of peacebuilding, highlighting the international debate on its limits and on its conditions of application in the contemporary times. The analysis of literature on the subject allows the confirmation of the hypothesis, given that the practical and theoretical limits of the concept of peacebuilding impose the continuity of the international debate in this area, which is essential for strengthening the United Nations in the contemporary world. The article thus contributes to the academic efforts that seek to understand the United Nations peacebuilding activities, demonstrating that some of the challenges faced by this organization have conceptual origins.
