Bibliotecas Públicas versus Comunidade : uma análise custo/benefício das bibliotecas públicas municipais do interior do país

Abstract

É da vivência comum que as acentuadas assimetrias entre o Litoral e o Interior têm vindo a repercutir-se nas políticas interventivas divulgadas pelos diversos Governos ao longo dos anos, tratando de implementar medidas necessárias à alteração desta realidade.Na vertente cultural, o Programa Pólis juntamente com a DGLAB foram os grandes impulsionadores das Bibliotecas Municipais que foram contempladas com novos e soberbos edifícios criados de raiz. Todavia, para que as Bibliotecas Públicas tenham a capacidade de serefletirem na comunidade, é de extrema importância dotar estes equipamentos com mais recursos humanos, mais qualificados e capacitados para dar resposta às continuas e exigentes solicitações dos cidadãos.Assim, o presente estudo tem como objetivo geral, analisar o “custo” implícito no funcionamento das Bibliotecas Públicas refletido na qualidade do serviço prestado com foco nos seus recursos humanos e avaliar o “benefício” do retorno desse serviço junto da comunidade.Como objetivos específicos, pretende analisar a importância dos recursos humanos na organização, avaliar os benefícios para a instituição em prestar um serviço de qualidade à comunidade e as posições dos cidadãos inquiridos, utilizadores ou potenciais utilizadores, e dos responsáveis pelas bibliotecas em estudo sobre a importância das BP como instituições de valor acrescentado para prestar serviços de qualidade à comunidade.Este estudo empírico foi concretizado através da realização de um estudo de caso, tendo-se selecionado para o efeito as Bibliotecas Públicas do Interior localizadas nas capitais de distrito (Bragança, Guarda e Portalegre). Excluiu-se a Biblioteca Municipal de Castelo Branco pelo facto de a autora ser funcionária desta instituição.Podemos concluir com este trabalho que as Bibliotecas Públicas Portuguesas do Interior ainda travam diariamente muitas lutas, mas a principal é uma luta contra mentalidades, não só políticas como da maioria dos cidadãos! Mentalidades que não veem na biblioteca algo quepossa contribuir para um enriquecimento pessoal na formação de cada indivíduo.

It is common knowledge that the accentuated asymmetries between the coast and the interior have been reflected in the interventionist policies divulged by the various Governments over the years, trying to implement the necessary measures to change this reality.In the cultural area, the Programa Pólis (Polis Programme) together with DGLAB were the great promoters of the Municipal Libraries that were contemplated with new and superb buildings created from scratch. However, for Public Libraries to have the ability to be reflectedin the community, it is of utmost importance to provide these facilities with more human resources, more qualified and trained to respond to the continuous and demanding demands of citizens.Thus, the present study has as a general objective, to analyse the implicit "cost" in the functioning of public libraries reflected in the quality of the service provided with a focus ontheir human resources and evaluate the "benefit" of the return of this service to the community.As specific objectives, it aims to analyse the importance of human resources in the organisation, evaluate the benefits for the institution in providing a quality service to the community, andevaluate the positions of the surveyed citizens, users or potential users, and of those in charge of the libraries under study on the importance of BP as value-added institutions to provide quality services to the community.This empirical study was carried out through a case study, having selected for this purpose the Public Libraries of the Interior located in the district capitals (Bragança, Guarda and Portalegre). The Municipal Library of Castelo Branco was excluded because the author is an employee of this institution.We can conclude with this work that the Portuguese Inland Public Libraries still fight many fights every day, but the main one is a fight against mentalities, not only political but also ofthe majority of the citizens! Mentalities which do not see in the library something that can contribute for a personal enrichment in the formation of each individual.
