A DESCENTRALIZAÇÃO EM EDUCAÇÃO NA GOVERNANÇA LOCAL

Abstract

Decentralization has been formally present in our administrative structure since the 1970s, and since then it has been the subject of numerous debates and discussions, both regarding its definition and the powers that should be transferred to lower levels of power below the State since this process consists of the transfer of competences from the central power to the local power. Education is one of the target areas of decentralization, where local authorities and intermunicipal entities currently have planning, investment, management, regulation, and support powers.One of the most pointed criticisms of this process, by municipal representatives, specialists, and academics, is the lack of financial resources made available by the State to Local Administration entities. In this sense, this dissertation seeks to identify the difficulties experienced by the Local Administration entities of Algarve during the process of decentralization in education. Therefore, we thought it was pertinent to contact the central figures in this process – local authorities and intermunicipal entities in the Algarve, to understand the reality and context experienced in each of them at the time of decentralization in education.At first, it’s presented the foundation of the investigation is presented, followed by a review of the literature on decentralization and decentralization in education, wherewe can find the definition of concepts, the antecedents and consequences of this process, some European examples, and the normative evolution of the process are found in Portugal. Subsequently, the methodological approach adopted is presented, as well as the results obtained. In short, it is possible to verify that there is indeed a problem related to the financial resources transferred by the State, but it is not limited to these.

A descentralização está presente, formalmente, na nossa estrutura administrativa desde a década de 70, do século XX, sendo desde aí alvo de inúmeros debates e discussões, quer relativamente à sua definição, quer aos poderes que devem ser transferidos para os níveis de poder inferiores ao Estado, uma vez que este processo consiste na transferência de competências do poder central para o poder local. A Educação é uma das áreas alvo da descentralização, onde atualmente, as autarquias locais e as entidades intermunicipais detém as competências de planeamento, investimento, gestão, regulamentação e apoio. Uma das críticas mais apontadas a este processo, por representantes autárquicos, especialistas e académicos, passa pela insuficiência de recursos financeiros disponibilizados pelo Estado, às entidades da Administração Local. Nesse sentido, a presente dissertação, procura identificar quais as dificuldades sentidas, pelas entidades da Administração Local do Algarve, durante o processo de descentralização em educação. Devido a isso, achámos pertinente contactar com as figuras centrais deste processo –autarquias locais e entidade intermunicipal, do Algarve, de modo a perceber a realidade e o contexto vivido em cada uma delas aquando da descentralização em educação. Num primeiro momento é apresentada a fundamentação da investigação, seguindo-se uma revisão da literatura acerca da descentralização e da descentralização em educação, onde se encontra a definição de conceitos, os antecedentes e consequentes deste processo, alguns exemplos europeus e a evolução normativa do processo em Portugal. Posteriormente, é apresentada a abordagem metodológica adotada, assim como os resultados obtidos. Em suma, é possível constatar que de facto existe um problema relativo aos recursos financeiros transferidos pelo Estado, mas não se resume só a estes.
