O Centro do Atlântico: Uma iniciativa multilateral do Governo Português para o oceano Atlântico

Abstract

A relevância estratégica portuguesa, especialmente na vertente atlântica, tem vindo a diminuir devido ao desvio do foco para o continente europeu; este desvio coincidiu com o alargamento da União Europeia ao centro e leste europeu em 2004, com todas as preocupações que um alargamento massivo acarreta, e com a contínua posição russa de agressividade para com a Ucrânia, desde a crise da Crimeia, em 2014. Para tentar balançar a sua posição periférica europeia, Portugal tem procurado aumentar a sua projeção internacional através da contínua adesão a organizações internacionais e do aumento da participação em diversas missões de paz. Esta procura vai ao encontro dos seus princípios da defesa nacional através da afirmação da integridade territorial e da nação e do investimento em matérias de defesa, de forma a colmatar problemas conjunturais. Estes fatores, juntamente com uma relativa perda de relevância estratégica do Arquipélago dos Açores, levaram Portugal a procurar soluções alternativas e inovadoras para reavivar o reconhecimento nacional e internacional àquele ativo nacional e para preservar a paz e a estabilidade no oceano Atlântico. O Governo Português encontra a solução no Centro do Atlântico, uma iniciativa única que pretende observar o Atlântico como um todo, de Norte a Sul e de Este a Oeste. Esta iniciativa é baseada na complementaridade e flexibilidade de participação, beneficiando das condições e ligações portuguesas para fazer desta uma iniciativa de sucesso, desde a localização geográfica central dos Açores às ligações históricas com diversos países atlânticos.

The Portuguese strategic relevance, especially on the Atlantic side, has been decreasing due to the shift of focus to the European continent; this shift coincided with the enlargement of the European Union to central and eastern Europe in 2004, with all the concerns that a massive enlargement entails, and with Russia's continued aggressive stance towards Ukraine since the Crimea crisis in 2014. In order to overcome its peripheral European position, Portugal has sought to increase its international projection through continued membership of international organizations and increased participation in various peace keeping missions. This search meets its principles of national defence through the affirmation of territorial and national integrity and investment in defence matters, in order to solve circumstantial problems. These factors, together with a relative loss of strategic relevance of the Azores Archipelago, led Portugal to seek alternative and innovative solutions to revive national and international recognition of that national asset and ultimately to preserve peace and stability in the Atlantic Ocean. The Portuguese Government finds the solution in the Atlantic Centre, a unique initiative that aims to observe the Atlantic as a whole, from North to South and from East to West. This initiative is based on the complementarity principle and flexibility of participation, benefiting from Portuguese conditions and connections to make this a successful initiative, from the central geographic location of the Azores Archipelago to the historical connections with several Atlantic countries.
