Migrantes Lifestyle e Reabilitação Urbana: o caso do centro histórico de Tavira

Abstract

A migração “lifestyle” no concelho de Tavira é um fenómeno fortemente intensificado na segunda metade da presente década. Tendo em conta a observação empírica e a atuação técnica à escala municipal, a presente dissertação analisa este fluxo migratório por questões hedonísticas, do ponto de vista das lógicas e práticas de habitação, em especial no respeitante à reabilitação urbana no centro histórico de Tavira. Considerando, por um lado, o património arquitetónico da área de estudo e, por outro, as demandas urbanísticas desta população imigrante, procedeu-se à análise da sua atuação e do seu contributo para a recapacitação desta zona da cidade. Tavira, como conjunto construído, é um atrativo do ponto de vista da história, da arqueologia e da arte, devido à sua arquitetura, homogeneidade e integração na paisagem, mas que, até há bem pouco tempo, evidenciava uma degradação progressiva das suas estruturas urbanas, edificado e espaços exteriores, decorrente do envelhecimento próprio, da sobrecarga de usos, ou ainda do desajustamento da sua organização aos atuais modo de vida.Do ponto de vista metodológico, foi realizado um levantamento dos processos de operações urbanísticas, tendo sido tomado como referência inicial o ano de 2014, por marcar a inversão de ciclo na imigração e a definição da Área de Reabilitação Urbana (ARU) de Tavira.Por fim, procuram-se identificar os principais impactos económicos e sociais e fazer algumas considerações aos desafios que se colocam no que diz respeito à governança local.

Lifestyle migration in the municipality of Tavira is a phenomenon strongly intensified in the second half of the present decade. Taking into account empirical observation and technical action at the municipal scale, this dissertation analyzes this migratory flow for hedonistic reasons, from the point of view of housing logics and practices, especially with regard to urban rehabilitation in the historic center of Tavira. Considering, on the one hand, the architectural heritage of the study area and, on the other hand, the urban demands of this immigrant population, we proceeded to an analysis of their performance and their contribution to the redevelopment of this area of the city.Tavira, as a built complex, is an attraction from the point of view of history, archeology and art, due to its architecture, homogeneity and integration into the landscape, but which, until very recently, showed a progressive degradation of its urban structures. , buildings and outdoor spaces, resulting from aging itself, from the overload of uses, or even from the maladjustment of its organization to the current way of life.From a methodological point of view, a survey of urban operations processes was carried out, having been taken as an initial reference the year 2014, as it marks the inversion of the immigration cycle and the definition of the Urban Rehabilitation Area (ARU) of Tavira.Finally, we seek to identify the main economic and social impacts and make some considerations about the challenges that arise with regard to local governance.
