Vulnerabilidade e Risco: Os Incêndios Florestais na Serra do Caramulo.

Abstract

A problemática dos incêndios florestais em Portugal tem bastante importância, no sentido em que o território nacional é conhecido pelo número significativo de ocorrências, pela extensão das áreas ardidas e pelos danos materiais e humanos que estes provocam. No entanto, as consequências deste fenómeno irão depender da vulnerabilidade, isto é, do valor dos bens potencialmente afetados, da exposição da população e da sua vulnerabilidade social. O conhecimento aprofundado da vulnerabilidade, que tem sido pouco valorizada, permite a elaboração e adequação das políticas públicas sobre o território e os incêndios florestais. Ou seja, é através do entendimento sobre a exposição, a criticidade e a capacidade de suporte das populações que pode ser feito um ordenamento do território mais eficaz, de modo a tornar os locais e as pessoas menos vulneráveis. A Serra do Caramulo é um território que já foi alvo de diversas ocorrências de incêndios florestais, contudo nem todas as freguesias que esta abrange são afetadas da mesma maneira, dado que apresentam características diferentes ao nível físico do território, da demografia e das infraestruturas e equipamentos. No presente estudo, será realizada uma análise da vulnerabilidade social na Serra do Caramulo que irá compreender variáveis demográficas, socioeconómicas e infraestruturais, através de uma metodologia exploratória. Assim sendo, será determinada a capacidade de resistência e de resiliência da população face ao risco para as freguesias inseridas na área em estudo, para podermos chegar ao produto final que é a elaboração do mapa de vulnerabilidade social desta região. Por fim, é feita uma análise geral do ordenamento do território, com a demonstração de algumas medidas implementadas.

The problem of forest fires in Portugal is very important, in the sense that the national territory is known for the significant number of occurrences, the extent of the burned areas and the material and human damage they cause. However, the consequences of this phenomenon will depend on vulnerability, that is, the value of potentially affected belongings, the exposure of the population and the social vulnerability. The thorough knowledge of vulnerability, which has been undervalued, allows the elaboration and adequacy of public policies on the territory and forest fires. In other words, it is through understanding of the exposure, criticality and support capacity of the populations that a more effective spatial planning can be carried out, in order to make the places and people less vulnerable. The Serra do Caramulo is a territory that has been the target of several occurrences of forets fires, however not all the parishes that it covers, are affected in the same way, since they have diferent characteristics at the physical level of the territory, demographics and infrastructure and equipment.In the present study, an analysis of social vulnerability will be carried out in Serra do Caramulo, that will include demographic, socioeconomic and infrastructural variables, through an exploratory methodology. Therefore, will be determined the resistance and resilience capacity of the population in the face of risk and of the parishes located in the study area, so that we can reach the final product, which is the elaboration of the social vulnerability map of this region. Finally, a general analysis of spatial planning is made, with the demonstration of some measures implemented.
