POLÍTICAS CULTURAIS MUNICIPAIS - UM BALANÇO E ALGUMAS PROPOSTAS

Abstract

A questão das políticas culturais a nível municipal tem sido abordada, no caso português, mais pela análise do investimento e da criação de equipamentos do que pela tentativa de perceber a sua atuação neste campo. Percebe-se a dificuldade, pela diversidade que os municípios apresentam, e pela ausência de dados que permitam uma compilação das políticas implementadas localmente. Foi procurando colmatar esse espaço que desenvolvemos este trabalho. Começando por delimitar o quadro legal, no âmbito da cultura, em que os municípios têm atuado, desde a implantação da república, e procurando perceber através da análise da descentralização de competências em áreas afins se os municípios apresentavam disponibilidade para assumirem uma intervenção que se cinge às suas atribuições e competências, ou se procuram ir além delas.Recolheram-se, através de questionários, dados sobre a atuação dos municípios nesta área, nomeadamente procurando perceber a sua predisposição para implementarem documentos orientadores das suas políticas culturais e órgãos de cariz consultivo, que cruzámos com um questionário aplicado aos munícipes, onde estes expressavam as suas expetativas e opiniões relativamente às políticas culturais municipais.Barcelona tem, nos últimos vinte a trinta anos, sido apontada como a cidade cujo desenvolvimento está umbilicalmente ligados às políticas culturais que devem ser tomadas como um exemplo a replicar. Procuramos compreender as razões do sucesso de Barcelona e perceber se aquele modelo poderia ser importado com êxito.Por fim, tentamos sistematizar algumas ideias com propostas que podem servir de referência ao desenvolvimento das políticas culturais municipais, com a ressalva, óbvia de que cada município necessitará de as adaptar, criticamente, à sua realidade concreta.

The issue of cultural policies at the municipal level has been approached, in the Portuguese case, more by analysing investment and the creation of equipment than by trying to understand their performance in this field. One can understand the difficulty, due to the diversity that municipalities present, and the absence of data that allows a compilation of the policies implemented locally. We have developed this work in an attempt to fill this gap. Starting by delimiting the legal framework, in the field of culture, in which municipalities have acted since the implantation of the republic, and trying to understand, through the analysis of the decentralization of competences in related areas, if municipalities were willing to assume an intervention that is limited to their attributions and competences or if they try to go beyond them.Through questionnaires, data on the performance of municipalities in this area was collected, namely trying to understand their predisposition to implement guiding documents for their cultural policies and advisory boards, which we crossed with a questionnaire applied to citizens, in which they expressed their expectations and opinions regarding municipal cultural policies.Barcelona has, in the last twenty to thirty years, been pointed out as the city whose development is umbilically linked to cultural policies that should be taken as an example to be replicated. We seek to understand the reasons for Barcelona's success and to understand whether that model could be successfully imported.Finally, we have tried to systematise some ideas and proposals that can serve as a reference for the development of municipal cultural policies, with the obvious remark that each municipality will need to adapt them critically to their specific reality.
