A participação militar portuguesa em Timor-Leste e o impacto nas dinâmicas informais da reconstrução da paz

Abstract

As intervenções em nome da paz evoluíram consideravelmente ao longo do tempo especialmente com o fim da matriz bipolar, o que fez surgir novas expectativas em torno do ideal de segurança coletiva. Contudo, estas intervenções quando associadas ao exercício de autodeterminação dos povos e à tónica depositada nas crises humanitárias têm provocado uma mutação nos próprios conceitos de autodeterminação e de integridade territorial dos Estados. O imperativo marcadamente humanitário que está na sua génese e que moralmente o justifica, transforma-o em dever tácito de intervenção. Daí que, em resultado da indignação provocada por algumas situações particularmente dramáticas, da sua repercussão através de órgãos de comunicação e organizações internacionais, se tenha desencadeado no sentido de garantir que tais situações não ficassem fora do alcance da ação internacional – Timor--Leste – foi exemplo disso. Somente a partir de meados de 1980, depois de um longo período de quase total esquecimento por parte da comunidade internacional, Timor-Leste começa lentamente a afirmar-se como um problema sério a carecer de solução. Diante do enorme custo e dificuldade que foi apoiar logisticamente uma força militar a tão longa distância, Portugal esteve presente com um importante efetivo na componente militar da missão de paz. Além de se distinguir das restantes forças multinacionais, soube operacionalizar a questão da articulação das tarefas decorrentes da sua missão com as dinâmicas informais do relacionamento com os atores locais e a população. Este modelo provou ser estruturante na afirmação da presença militar portuguesa, bem como no impacto paulatinamente construído que teve na consolidação da paz.

Interventions in the name of peace have changed considerably over time especially with the end of the bipolar rivalry, giving rise to new expectations around the ideal of collective security. The markedly humanitarian imperative in its genesis and its moral justifications, turn it into a tacit duty of intervention. Hence, as a result of the negative reactions caused by some particularly dramatic situations, measures have been taken in order to ensure that such situations do not stay beyond the reach of international action; Timor-Leste was an example of this. Only from the mid-1980s, after a long period of almost total neglect by the international community, Timor-Leste started slowly to be read as a serious problem without an easy solution. Given the enormous cost and difficulty that framed the logistical support to a military force at such a long distance, Portugal was present with an important effective in terms of its contribution to the military component of the peace mission. In addition, to distinguish Portuguese forces from other multinational forces, a fact that has been highlighted relates to how the Portuguese contingent rendered operational the interconnections resulting from the tasks arising from its mission with the informal dynamics of the relationship with the local actors and the population. The model developed proved to be structural in the affirmation of the Portuguese military presence, as well as regarding the impact that gradually was built with consequences in the process of peace consolidation
