A Construção de Paz e Segurança na Vizinhança Europeia: O caso da Parceria Oriental

Abstract

A paz, segurança e estabilidade regionais têm-se afirmado como elementos incontornáveis da relação da União Europeia (UE) com a sua vizinhança alargada. No entanto, desafios endógenos e exógenos – relacionados quer com a articulação de diferentes perspetivas e interesses dentro da União, quer com um cenário regional pautado por disputas de poder e por uma agenda política cada vez mais complexa e diversificada – têm suscitado sucessivos reajustes nas políticas e práticas que pautam a construção de paz e segurança na vizinhança europeia. A Parceria Oriental surge, em 2009, como uma tentativa de resposta a estes desafios e, simultaneamente, como uma forma de reforçar o papel da UE como ator de paz e segurança regional. Contudo, decorrida mais de uma década desde a sua criação, os resultados desta iniciativa permanecem limitados face às ambições quer da UE, quer dos seus parceiros de leste, sobretudo daqueles interessados numa tangível perspetiva de adesão. Este desfasamento entre objetivos declarados e resultados conquistados tem contribuído para uma notória fadiga relativamente à Parceria Oriental, afetando necessariamente o intuito de construção de paz e segurança regional que lhe subjaz. Com vista à problematização deste processo, este capítulo analisa a evolução da Parceria Oriental, bem como os resultados que esta iniciativa tem gerado, com o objetivo de fomentar uma reflexão crítica e abrangente sobre o contributo e o futuro da UE enquanto ator de paz e segurança no plano regional.

Regional peace, security and stability have long been core elements of the European Union (EU)’s relationship with its wider neighbourhood. However, endogenous and exogenous challenges – related either to the articulation of different perspectives and interests within the Union, or to a regional setting marred by power struggles and an increasingly complex and diversified political agenda – triggered successive revisions and adjustments in policies and practices guiding the construction of peace and security in the European neighbourhood. The Eastern Partnership (EaP) was created in 2009 as a response to these challenges, and, simultaneously, as a means to strengthen the role of the EU as an actor for regional peace and security. Conversely, more than a decade after its creation, the results of this initiative remain limited given the ambitions of both the EU and its Eastern partners, particularly of those interested in a tangible membership perspective. This mismatch between stated objectives and achieved results has contributed to a notorious EaP-fatigue, affecting its underlying goal of fostering regional peace and security. In order to delve into this process, this Chapter analyses the evolution of the EaP and the results achieved within the scope of this initiative. The goal is to promote a critical and comprehensive reflection on the contribution and future of the EU as a regional peace and security actor, taking the EaP as a case-study.
