China-Russia relations in a framework of strategic containment

Abstract

This article analyses Russian foreign policy in its Asian dimension, placing Russia’s relationship with China in the broader framework of Russia’s foreign policy “Asia Pivot” strategy. The study concludes with a cautious reading of this relationship, anchored in the notion that, underneath the layer of greater closeness and intensified collaboration, lies a relationship of double strategic containment, both regarding the US and the West, and between these two giants. For Russia, the relevance of China in political and economic terms is evident and clearly assumed, but the fear of imbalances resulting from substantive differences between the two has held back a number of actions, while encouraging others in a logic of much-needed refocusing and rebalancing for Moscow.

Este artigo analisa a política externa russa na sua orientação para a Ásia, situando as relações da Rússia com a China no quadro mais lato da política externa russa e da sublinhada estratégia «pivô Ásia». O estudo conclui com uma leitura cautelosa deste relacionamento, entendendo que subjacente a uma maior proximidade e colaboração intensificada há uma relação de contenção estratégica dupla quer em relação aos Estados Unidos e ao Ocidente, quer entre estes dois gigantes. Para a Rússia, a relevância da China em termos políticos e económicos é incontornável e claramente assumida, mas o receio de desequilíbrios resultantes de diferenças substantivas entre os dois tem refreado ações, e motivado outras, numa lógica de recentragem e reequilíbrios muito necessários a Moscovo.
