Abstract: The objective of this study is to investigate the existing relationships between financial sustainability in central governments of countries and the adoption of public accounting standards, more precisely of the International Public Sector Accounting Standards - IPSAS. After developing a financial sustainability index taking as reference the dimensions (revenue, debt and services) indicated by the IPSASB, two regression models were used: a first Probit model to test the effect of financial sustainability on the adoption of IPSAS by the central governments of the countries, and a second Tobit model to test the effects of the adoption of IPSAS by the central governments of the countries on their financial sustainability. Both models were used on a sample of 103 countries over the period 2015-2019.The empirical results show, in the first case, a negative and significant coefficient, for the ISF variable measuring financial sustainability, indicating that countries with lower levels of financial sustainability are more likely to adopt IPSAS. On the other hand, they presented a positive and significant coefficient for the variable IFAC and the corruption index, showing that countries that are members or associates of IFAC and with lower levels of corruption are more likely to converge their standards to IPSAS. In the second model, a positive and significant coefficient was observed for the variable IPSAS, i.e., the adoption of IPSAS is a factor that improves the ISF. The demographic factors, population density and immigration, showed positive and significant effects thus may not pose risks to ISF in central government. Of the economic factors, the budget result, the GDP and the economic freedom index showed positive and significant effects, so it is considered that these factors can contribute to the financial balance of the central government, on the other hand, as expected, the unemployment index showed a significant and negative effect that presents risks to the ISF within the central government. As for the social factors, the level of education and the quality of life presented positive and significant effects on the ISF, which can contribute to the financial balance and the regular provision of the public service.
O objetivo deste estudo é investigar as relações existentes entre a sustentabilidade financeira nos governos centrais dos países e a adoção de normas de contabilidade governamental, mais precisamente das International Public Sector Accounting Standards - IPSAS. Após a elaboração de um índice de sustentabilidade financeira tomando como referência as dimensões (receita, dívida e serviços) indicadas pelo IPSASB, utilizaram-se dois modelos de regressão: um primeiro modelo Probit para testar o efeito da sustentabilidade financeira sobre a adoção das IPSAS pelos governos centrais dos países, e um segundo modelo Tobit para testar os efeitos da adoção das IPSAS pelos governos centrais dos países sobre a sua sustentabilidade financeira. Ambos os modelos foram utilizados em uma amostra de 103 países no período de 2015-2019.Os resultados empíricos mostram, no primeiro caso, um coeficiente negativo e significativo, para a variável ISF que mede sustentabilidade financeira, indicando que os países com menores níveis de sustentabilidade financeira são mais propensos a adotarem as IPSAS. Por outro lado, apresentaram um coeficiente positivo e significante para a variável IFAC e o índice de corrupção, evidenciando que países membros ou associados ao IFAC e com menores níveis de corrupção são mais propensos a convergirem suas normas às IPSAS. No segundo modelo foi observado um coeficiente positivo e significativo para a variável IPSAS, ou seja, a adoção das IPSAS é um fator que melhora o ISF. Os fatores demográficos, densidade populacional e imigração, apresentaram efeitos positivos e significativos podendo não apresentar riscos à ISF no âmbito do governo central. Dos fatores económicos o resultado orçamentário, o GDP e o índice de liberdade económica apresentaram efeitos positivos e significativos, assim consideram-se que estes fatores possam contribuir com equilíbrio financeiro do governo central, por outro lado, como esperado, o índice de desemprego apresentou um efeito significante e negativo apresentado risco à ISF no âmbito do governo central. Quanto aos fatores socias o nível de educação e a qualidade de vida apresentaram efeitos positivos e significativos sobre o ISF, sendo estes dois fatores o que pode contribuir para uma regular prestação de serviços públicos financeiramente equilibrada.
