Abstract: O presente estudo analisa um conjunto de países europeus, durante o período 2000-2019, para estudar e avaliar os efeitos das políticas governamentais relacionadas à transição energética. A receita tributária ambiental e a formação bruta de capital fixo público são utilizadas para explicar o comportamento da transição energética, modelada como o rácio entre a oferta de energia primária renovável sobre a não renovável. São construídos dois modelos, um relacionando as políticas governamentais à transição energética, e outro com a inclusão do investimento privado como proxy, na tentativa de capturar a influência do setor privado. A emissão de dióxido de carbono é incluída como variável de controlo.Os resultados do modelo ARDL (auto-regressive distributed lag) indicam que tanto a receita tributária como a formação bruta de capital fixo têm um efeito positivo e estatisticamente significativo no longo prazo, mas não são significativos no curto prazo. O investimento privado apresenta um efeito negativo e estatisticamente significativo a longo prazo, o que poderá estar relacionado com as dificuldades sentidas pelo setor privado na adaptação à transição energética. Adicionalmente, o modelo é corrigido para choques através da análise de resíduos e formulação de dummies para os outliers. Apesar dos efeitos relevantes permanecerem estatisticamente significativos, o coeficiente ECM baixa (em termos absolutos), implicando que a transição energética é vulnerável a choques. À luz dos resultados obtidos, reforçamos a importância da ação governamental ser planeada e coordenada em linha com as características específicas de cada país, com especial atenção à fase da transição em que se encontram.
The present study looks at a set of European countries, during the time period of 2000-2019, to study and evaluate the effects of governmental policies related to energy transition. Environmental tax revenue and public gross fixed capital formation are used to explain the behaviour of the energy transition, which is modelled as a ratio of renewable over non-renewable primary energy supply. Two models are constructed, one relating the governmental policies to energy transition, and the second one includes private investment as proxy, in the attempt to capture the influence of the private sector. The emission of carbon dioxide is included as a control variable. The ARDL (auto-regressive distributed lag) model results indicate both tax revenue and the gross fixed capital formation have a positive and statistically significant effect on the long-run, but fail to remain significant in the short-run. Private investment shows a negative and statistically significant effect on the long-run, which might be related to difficulties felt by the private sector in adjusting to the energy transition. Furthermore, the model is corrected for shocks through the analysis of residuals and formulation of dummies for outliers. While the relevant effects remain statistically significant, there is a significant shift in the ECM coefficient, thus implying that energy transition is vulnerable to shocks. Given the findings of this study, we reinforce the importance of government policy to be planned and coordinated according to the specific characteristics of each country, with special consideration to which phase in the energy transition process they find themselves.
