O Papel das ONGs na Formação em Soft Skills dos Refugiados: o Caso da Grécia

Abstract

No contexto da crise de refugiados que assolou a europa a partir de 2015, as Organizações Não Governamentais têm desempenhado um papel fundamental na assistência humanitária a esta população vulnerável. Contudo, um pequeno setor das ONGs tem-se vindo a dedicar a um papel que não se esgota nessa vocação assistencialista.Intitulada O Papel das ONGs na Formação em Soft skills dos Refugiados: O caso da Grécia, esta dissertação demonstra que estas ONGs vocacionadas para este tipo de ação estão a alterar o paradigma de atuação das ONGs no contexto de apoio a refugiados, na medida em que a sua atuação passou a ser a de ação de integração na sociedade e no mercado de trabalho, indo além do papel tradicional das ONGs.Para sustentar esta afirmação, esta dissertação apresenta e discute dados referentes a cinco ONGs que atuam em território grego no âmbito da formação e acompanhamento dos refugiados no seu processo de integração económica e social.O primeiro capítulo apresenta em enquadramento teórico e conceitual que recorre ao construtivismo para explicar o comportamento das Organizações Não Governamentais no sistema internacional e a sua crescente relevância em relação a outros atores internacionais. Esta abordagem teórica mostra como a agência e a identidade de diferentes atores estão entrelaçadas na estrutura de um sistema internacional que já não é apenas dominado por Estados e, portanto, desempenha um papel na transformação das relações internacionais como as conhecemos. Por sua vez, permite-nos compreender as mudanças na forma como estas organizações agem em relação ao apoio aos refugiados: nomeadamente, que para facilitar a sua integração social e empregabilidade intervêm diretamente no domínio doméstico dos países, de formas até agora vistas como exclusivas dos Estados. Isso significa que estas organizações estão a aprimorar a sua esfera de atuação, afastando-se de um papel exclusivamente assistencialista em que as ONGs eram solicitadas a servir de ponte ‘internacional’ entre os estados. Esta é a mudança de paradigma sobre a qual esta dissertação teoriza.O segundo capítulo expõe o caso concreto dos refugiados na Grécia e apresenta as cinco organizações a estudo – Action for Education, METAdrasi, Echo Mobile Library, Echo100 PLUS e HELIOS – analisando a estrutura das organizações e o tipo de trabalho desenvolvido.No terceiro capítulo são apresentadas as análises de relatórios referentes ao trabalho das organizações mencionadas acima, que contêm dados sobre a sua atuação nos campos da educação e integração social e económica destes refugiados. A análise dos relatórios das ONGs permite-nos entender a mudança de paradigma que está a ocorrer não só no nível interno das Organizações Não Governamentais, mas também ao nível do sistema internacional.A dissertação conclui que está a ocorrer uma transformação ao nível do sistema internacional na medida em que as ONGs estão a ganhar competências que tradicionalmente não lhes pertenciam, ganhando mais espaço e estatuto dentro das RI.

In the context of the “Refugee Crisis” that struck Europe in 2015, Non-Governmental Organizations have played a fundamental role in humanitarian assistance to this vulnerable population. However, a small sector of the NGOs has been devoting themselves to a role that does not end with this vocation.Entitled The Role of NGOs in Soft Skills Training for Refugees: The case of Greece, this dissertation reveals that these NGOs, with a vocation for this type of action, are changing the pattern of NGO performance in the context of supporting refugees, as its role became that of integration action in society and the labor market, going beyond the traditional role of NGOs.To support this allegation, this dissertation presents and discusses data referring to five NGOs that work in Greek territory in the context of training and monitoring refugees in their process of economic and social integration.The first chapter offers a theoretical and conceptual framework that resorts to constructivism to explain the behavior of Non-Governmental Organizations in the International System and their growing salience vis-à-vis other international actors. This theoretical approach shows how the agency and identity of different actors is enmeshed in the structure of an international system that is no longer dominated by states alone and hence plays a role in the transformation of international relations as we know them. In turn, this allows us to understand important changes in the way these organizations act in relation to supporting refugees: namely, that to help their integration and employability they intervene directly in the domestic realm of developed countries in ways that were until now seen as an exclusive prerogative of states. This means that they are upgrading and densifying their sphere of action, moving away from an exclusively assistentialist role in which ONGs were asked to serve as ‘inter-national’ bridge between states. This is the paradigm shift that this dissertation theorizes about.The second chapter presents the concrete case of refugees in Greece and presents the five organizations under study – Action for Education, METAdrasi, Echo Mobile Library, Echo100 PLUS and HELIOS – analyzing the structure of organizations and the type of work developed.The third chapter presents the analysis of reports referring to the work of the organizations mentioned above, which contain data on their performance in the fields of education and social and economic integration of these refugees. The analysis of NGO reports allows us to understand the paradigm shift that is taking place not only at the internal level of Non-Governmental Organizations, but also at the IS level, with these actors gaining more space and status within the IR.The data obtained in this dissertation demonstrate that these organizations are, in fact, changing the paradigm of action of NGOs in the context of support for refugees, insofar as their action has become the action of integration in society and in the market of work, going beyond the traditional role of NGOs and entering new social and political competences.
