Contributo para o Plano de Gestão da Zona Central de Angra do Heroísmo.

Abstract

O objeto de estudo é a zona central de Angra do Heroísmo, inscrita na Lista de Património Mundial em 1983, de acordo com os critérios (iv) e (vi), e inclui o centro urbano e uma área adjacente paisagística, designada de área florestal e de recreio.A justificação é, no entanto, bastante sucinta e ao longo destes anos, nunca mais houve uma reflexão profunda sobre o valor excecional do bem, que justificou a inscrição, nem sobre outros valores patrimoniais com outros níveis de importância (nacional, regional e local) que é igualmente importante proteger. Pretende-se analisar/refletir sobre como se abordou a identificação dos valores e dos atributos que transmitem esses valores, do sítio património mundial ao longo dos anos e se essa identificação foi (ou não) utilizada para guiar a proteção e gestão do sítio. Analisar igualmente se a abordagem proposta atualmente no Plano de Pormenor e Salvaguarda de Angra do Heroísmo tem por base esses valores do sítio e se é consonante com as presentes orientações internacionais para a gestão dos sítios património mundial.Auxiliar na execução do Plano de Gestão para a zona classificada (pretensão do Governo Regional), na análise de valor, nomeadamente os valores de conjunto urbano, ambientais e imateriais. No entanto, esta dissertação abordará somente os valores de conjunto urbano e possivelmente os ambientais. Os valores imateriais, por ser área do património intangível não se enquadram no estudo pretendido.Pretende-se assim, com este trabalho contribuir para uma reflexão mais profunda sobre os valores patrimoniais existentes, nomeadamente os valores históricos, urbano/arquitetónicos e ambientais, que ajudem a definir princípios e estratégias de proteção e gestão para o respetivo plano, o qual deve ser articulado com outros instrumentos de planeamento em vigor na área, designadamente em matéria de reabilitação urbana.

The study object is the central zone of the town of Angra do Heroísmo, inscription on the world heritage list, since 1983, with the criterion (iv) and (vi), includes the urban centre and landscape area.In time, the justification was very succinct and since then never was a deep reflection of the exceptional values of the site, which justified the inscription, or about patrimonial values or other values like national, regional or local which is important to preserve. The objetive of this essay is to: analyse/reflect on how to address the values and attributes that transmit these values from the World Heritage site over the years and whether or not this identification has being used to guide the protection and management of the site.Analyse whether the approach currently proposed in the Angra do Heroísmo Safeguard Plan is based on these values of the site and if is in the line with the present international guidelines for the management of the world heritage sites.Assist in the execution of the Management Plan for the classified zone (pretension of the Regional Government), in the analysis of value, namely urban, environmental and intangible set values. However, this essay will only address urban and possibly environmental values. Intangible values, as an area of intangible heritage, do not fit into the intended study.With this study, we can contribute for a deep reflection about the existing patrimonial values, namely: historic values, urban/architectural and environmental. This could help to define principle and strategic for plan managing and protection of the site, which should be articulate with other planning instruments like urban rehabilitation.
