Abstract: Uma smart city é uma cidade que tem na sua essência a introdução da tecnologia em todos os seus campos, a fim de facilitar ao Homem a acessibilidade, o conforto e a qualidade de vida. A busca das cidades em atingir este patamar de “inteligência” é cada vez mais frenética, tal deve-se ao crescimento da população urbana, uma vez que se estima que mais de 50% da população mundial habita em centros urbanos. Sendo o Homem a máxima de uma cidade inteligente é importante perceber como é que este se sente no seu habitat. Assim o conforto do cidadão tem ganho importância, em especial o conforto acústico. O incómodo sentido pelo homem quando sujeito a certos ruídos ambientes é uma componente tratada nas smart cities, visto que a intervenção da tecnologia pode ajudar a devolver ao homem o conforto auditivo necessário. Assim, a presente dissertação pretende perceber como é que este novo conceito de smart city ajuda a tornar as cidades mais atractivas. Essencialmente este trabalho tem como objectivo dar a conhecer esta nova ideologia e perceber como é que ela se relaciona com as cidades e com todos os seus componentes. É ainda no contexto desta nova era das cidades, que se pretende, com este estudo, compreender qual a função do ruído nas cidades. Perceber como ele afecta o cidadão e como podemos ajudar o homem a sentir-se “acusticamente confortável” na cidade. Para que tal aconteça é necessário desenvolver uma eficiente caracterização do ruído ambiente numa cidade; é necessário conhecer as fontes de ruído, os meios de propagação e a sensibilidade do receptor, para que as medidas mitigadoras sejam as mais eficazes possíveis. Desta forma, a investigação levada a cabo pretende fundamentar a importância da poluição sonora, recorrendo a cidades em que este fenómeno já é tratado. Pode-se, assim, mostrar as vantagens que a mitigação do ruído e a interacção deste com a tecnologia podem ter para uma cidade.
A Smart City is, essentially, a city that introduces technology in all its fields, in a way to facilitate the every-day-man accessibility, comfort and life quality. Every day Cities search for this level of “intelligence”, so much that nowadays this search is frenetic. This phenomenon occurs due to the growth of urban population, since it is estimated that over 50% of the world population lives in urban centers. Being the man the maximum of a smart city, it is important to understand how he feels in his habitat. Thus the citizen comfort has become increasingly important, especially acoustic comfort. The discomfort felt by the man when subjected to certain ambient noise is a component treated in smart cities, as the intervention of technology can help restoring the necessary listening comfort. Thus, the present dissertation aims to understand how this new smart city concept helps make the cities more attractive. Essentially this work aims to publicize this new ideology and realize how it relates to cities and all its components. It is still in the context of this new era of cities, that this study intends to understand what is the function of noise in cities. See how it affects citizens and how we can help citizen to feel "acoustically comfortable" in the city. For this to happen it is necessary to develop an efficient characterization of ambient noise in a city; we must know the sources of noise, the means of propagation and the receiver sensitivity, so that mitigating measures are the most effective possible. Thus, the research carried out aims to support the importance of noise pollution, using cities in which this phenomenon is already being treated. In this way we can show the advantages that the noise mitigation and interaction with this technology can bring for a city.
