Impacto do COVID-19 no setor da restauração: Limitações no acesso a linhas de crédito

Abstract

O presente trabalho foi realizado a fim de obter o grau de Mestre em Gestão, na Faculdade de Economia da Universidade de Coimbra.O relatório faz um enquadramento do período COVID-19 de forma a compreender melhor as políticas de apoio implementadas pelo Governo português e as dificuldades no acesso ao financiamento por parte das organizações do setor. A pandemia foi a razão pelo qual o Estágio Curricular foi suspenso precocemente, servindo assim de inspiração para a realização do relatório, utilizando o universo temporal correspondente para explorar o impacto que o vírus ia tendo no setor do turismo, com principal foco na área da restauração. Esses mesmos efeitos tentavam ser combatidos pelo Governo e pelas autarquias, com a implementação de um leque vasto de medidas e apoios a todos os setores de atividade, mas foi percetível que essas não tiveram a decorrência pretendida, com vários problemas que se foram revelando, principalmente no acesso às linhas de crédito.Com a análise é possível retirar o ponto mais negativo da crise sanitária e económica, os entraves que consequentemente surgiram ao nível do financiamento, a ineficácia quanto às ajudas disponibilizadas pelo Governo, o sofrimento transpassado na forma de inquéritos pelas pessoas e pelas empresas, todo o descalabre de um setor que implorava por ajuda. Inicialmente, é transmitida uma ideia de evolução exponencial do setor turístico, com os últimos anos a apresentarem melhoria em todos os indicadores analisados, pelo que é também através desse positivismo e otimismo que o estudo finaliza, com boas perspetivas de futuro.

The present work was carried out in order to obtain a Master's degree in Management, at the Faculdade de Economia da Universidade de Coimbra.The report provides a framework for the COVID-19 period in order to better understand the support policies implemented by the Portuguese Government and the difficulties in access to finance by organizations in the sector. The pandemic was the reason why the Curricular Internship was suspended early, thus serving as inspiration for the realization of the report, using the corresponding time universe to explore the impact that the virus was having in the tourism sector, with a main focus in the area of catering. These same effects were trying to be combated by the Government and the local authorities, with the implementation of a wide range of measures and support to all sectors of activity, but it was noticeable that these did not have the intended outcome, with several problems that were revealed, mainly in the access to credit lines.With the analysis it is possible to remove the most negative point of the sanitary and economic crisis, the obstacles that consequently arose in terms of financing, the ineffectiveness of the aid provided by the Government, the suffering passed through in the form of inquiries by people and companies, all the of a sector that begged for help. Initially, an idea of exponential evolution of the tourism sector is transmitted, with the last years showing improvement in all the analyzed indicators, so it is also through this positivism and optimism that the study ends, with good prospects for the future.
