Territórios Age-Friendly na Região Centro

Abstract

Portugal, assim como todos os países do mundo, está a assistir a um crescimento no número e na proporção de pessoas idosas da sua população. O envelhecimento ativo e saudável aparece como uma resposta a este fenómeno populacional e tem vindo a motivar de forma crescente a intervenção pública a nível nacional e regional. Neste âmbito, a CCDRC tem dinamizado iniciativas na região Centro, que têm como objetivo incentivar a criação de projetos inovadores na área do envelhecimento ativo e saudável, estimulando assim, a economia e o empreendedorismo em torno desta área. Em 2019, a CCDRC passou a integrar, como membro estratégico, o consórcio Ageing@Coimbra que visa a valorização do papel do idoso na sociedade e a aplicação de boas práticas em prol do seu bem-estar geral e de um envelhecimento ativo e saudável.O presente estudo pretende caracterizar os 100 concelhos da região Centro tendo em conta o seu grau de “age-friendliness”. Primeiro, iremos construir um índice concelhio de desempenho age-friendly composto por três sub-índices, dez dimensões e vinte e cinco indicadores. Em seguida, analisaremos as iniciativas apresentadas ao concurso do Prémio de Boas Práticas – Envelhecimento Ativo e Saudável da Região Centro, realizado pela CCDRC nos anos de 2017, 2018 e 2019 enquadrando-as nas área do índice e identificando a sua dimensão territorial. Por último, iremos comparar os valores do índice concelhio de desempenho age-friendly (que refletem as características mais estruturais do envelhecimento em cada território) com as dinâmicas territoriais em torno do envelhecimento ativo de que as iniciativas apresentadas ao Prémio Boas práticas dão conta (que refletem a proatividade e reatividade de cada território relativamente ao envelhecimento).Este trabalho permitiu evidenciar a heterogeneidade territorial quer nas condições para o envelhecimento ativo na região Centro, assim como nas iniciativas que visam a sua promoção. Sendo o cenário demográfico na região Centro de reforço da tendência de envelhecimento populacional espera-se que os resultados deste trabalho possam contribuir para o conhecimento da realidade regional.

Portugal, like all countries in the world, is watching an increase in the number and proportion of elderly people in its population. Active and healthy ageing appears as a response to this population phenomenon and has increasingly motivated public intervention at national and regional levels. In this context, CCDRC has been promoting initiatives in the Centro region, which aim to encourage the creation of innovative projects in the area of active and healthy ageing, thus stimulating the economy and entrepreneurship around this area. In 2019, CCDRC join, as a strategic member, the Ageing@Coimbra consortium, which aims to enhance the role of the elderly in the society and apply good practices in favor of their general well-being and active and healthy ageing. The present study intends to characterize the 100 municipalities in the Centro region taking into account their degree of “age-friendliness”. First, we will build a municipality index of age-friendly performance composed by three sub-indexes, ten dimensions and twenty-five indicators. Next, we will analyze the initiatives submitted to the Good Practices Award - Active and Healthy Ageing in the Centro Region, realized by CCDRC in the years 2017, 2018 and 2019, framing them in the index areas and identifying their territorial dimension. Finally, we will compare the values of the municipality index of age-friendly performance (which reflect the most structural characteristics of aging in each territory) with the territorial dynamics around active ageing that the initiatives presented to the Good Practices Award account for (which reflect the proactivity and reactivity of each territory in relation to ageing).This work made it possible to highlight the territorial heterogeneity both in terms of active ageing in the Centro region, as well as in the initiatives aimed at promoting it. Since the demographic scenario in the Centro region of strengthening the trend of population ageing, it is expected that the results of this work may contribute to the knowledge of the regional reality.
