Análise do impacto da presença do agente de bordo no tempo de viagem por ônibus: um estudo de caso do município de belo horizonte

Abstract

A caracterização do tempo de viagem do transporte público, especificamente do ônibus, é uma função de diversas variáveis, tanto a demanda de passageiros e o número de pontos de embarque e desembarque ao longo do itinerário servem como ferramentas para a gestão e planejamento da operação. Intuitivamente, é sabido que o número de passageiros embarcando e desembarcando do ônibus, o número de paradas ao longo da viagem, não só aquelas para embarque e desembarque, mas também as provocadas por semáforos, engarrafamentos e interseções, o horário da viagem e o tipo de via são fatores que vão influenciar na velocidade operacional e consequentemente no tempo de viagem.Ao longo dos últimos dois anos, no município de Belo Horizonte, discute-se a presença do agente de bordo nos ônibus. As empresas prestadoras do serviço retiraram os cobradores visando uma economia na operação, mesmo existindo lei municipal proibindo a ação.Apesar das empresas de ônibus já terem acumulado mais de 10 milhões de reais em multas, nada ainda foi resolvido e continua a reclamação da população com relação ao aumento do tempo de viagem.Existem diversos estudos dos efeitos do impacto do método de recolha de tarifa no tempo de viagem. No caso específico do município de Belo Horizonte, a presença do agente de bordo não representa somente a recolha de tarifa, mas também o controle e liberação da catraca e operação do elevador para pessoas portadoras de deficiência e com mobilidade reduzida.O objetivo da dissertação é avaliar o impacto específico da presença do agente de bordo no tempo de viagem do transporte público por ônibus no município de Belo Horizonte, através do levantamento e comparativo do histórico antes e depois da retirada do agente de bordo.

The characterization of the travel time of public transport, specifically of the bus, is a function of several variables, both the demand for passports and number of bus-stops along the itinerary serve as tools for the management and planning of the operation. Intuitively, it is known that the number of passengers boarding and alighting, the number of stops along the journey, not only those for boarding and alighting but also those caused by traffic lights, traffic jams and intersections, the time of travel and the type of via are factors that will influence operational speed and consequently travel time.Over the past two years, in the municipality of Belo Horizonte, the presence of the on-board agent on buses has been discussed. The companies providing the service removed the collectors in order to save on the operation’s costs, even though a municipal law prohibits the action.Although the bus companies have already accumulated more than 10 million reals in fines, nothing has yet been resolved and the population continues to complain about the increase in travel time.There are several studies on the effects of the fare collection method's impact on travel time. In the specific case of the municipality of Belo Horizonte, the presence of the onboard agent not only represents the fare collection, but also the control and release of the turnstile and operation of the elevator for people with disabilities and with reduced mobility.The objective of the dissertation is to evaluate the specific impact of the presence of the onboard agent on the travel time of public transport by bus in the city of Belo Horizonte, through the survey and comparison of the history before and after the removal of the onboard agent.
