dc.description.abstractO crescimento do interesse em todas as vertentes do Património estimula a atualização ou desenvolvimento de novas políticas para a sua gestão. Independentemente da presença de Portugal nas sucessivas convenções sobre o Património, apenas no ano de 2001 são estabelecidas as denominadas “Bases da Política e do Regime Proteção e Valorização do Património Cultural”. Esta legislação promove não só a gestão do Património, mas também o papel das Autarquias Locais como entidade responsável pelo processo de identificação, inventariação e gestão destes locais de interesse público. Considerando a responsabilidade atribuída às Autarquias Locais, estas iniciam o processo de gestão pela análise dos capítulos nos Instrumentos de Gestão Territorial onde se incluem as diligências sobre os diferentes tipos de Património. Porém, estes instrumentos demonstram ser insuficientes e generalizados, sendo necessário procurar uma solução que conjugue a situação económica da entidade municipal e as caraterísticas singulares de cada município. Abre-se caminho, pois, a uma tentativa de solucionar estas questões com recurso a outras soluções para as quais o Software Livre e de Código Aberto nos Sistemas de Informação Geográfica (SIG) parece estar bem posicionado. Desta forma será possível analisar as caraterísticas únicas onde cada local de interesse se encontra. No decorrer deste Relatório será analisado o Património do Município de Aveiro. De forma a desenvolver esta análise foi necessário proceder à elaboração de uma metodologia única que conjugou os SIG Open Source e a Ficha de Inventário, desenvolvida pela Câmara Municipal de Aveiro de acordo com as diretrizes estabelecidas no Guia de Inventário Arquitetónico KIT 01 promulgado pela atual Direção-Geral do Património Cultural. Assim, o desenvolvimento deste Relatório de Estágio está centrado no processo de atualização do levantamento anterior, realizado pelos colaboradores da Câmara Municipal de Aveiro, a partir do ano 2005, num processo de gestão que promove, também, uma identidade única do Município de Aveiro. Apesar de não ter sido possível concluir este processo para todos os pontos de interesse, dado a suspensão do Estágio Curricular devido ao aparecimento de COVID-19 em Portugal, porém considerando a amostra obtida foi possível compreender a importância que o Património detém no Município de Aveiro, e da necessidade de desenvolvimento de uma política de gestão adequada às necessidades e particularidade de cada local.por
dc.description.abstractThe growth of interest in all dimensions of Heritage stimulates the updating or development of new policies for their management. Regardless of Portugal's presence in successive Heritage Conventions, only in 2001 are the so-called “Bases da Política e do Regime Proteção e Valorização do Património Cultural” are established. In particular, this legislation promotes not only the management of the Heritage, but also the role of the Local Government as the responsible entity for the process of identifying, inventorying and managing these spaces of public interest. Considering the responsibility given to the Local Government, so they start the process by examining the chapters in the Territorial Management Tools, which include the proceedings concerning the different types of Heritage. However, these instruments prove to be insufficient and widespread, so the must combine the economic situation of the Local Government and the unique characteristics of each municipality. This leads to an attempt to solve these issues with other solutions with the Free Software and Open Source included on Geographic Information Systems. This way it will be possible to analyse the unique characteristics where each place of interest is located. In the course of this Report it will be analysed the Heritage in Aveiro. In order to carry out this analysis it was necessary to develop a single methodology which combined Free Software and Open Source and a Inventory sheet, developed by Câmara Municipal de Aveiro, according to the guidelines set out by the Architectural Inventory Guide promulgated by the current DGPC. Therefore, the development of this Internship Report was based on the process of updating the previous inventory, conducted out by the members of C.M.A., in the year of 2005, in a process that promotes a unique identity. Although it was not possible to conclude this process due to the suspension of the curricular internship due to the appearance of COVID-19 in Portugal, but considering the sample obtained it was possible to understand the importance that the Heritage holds in Aveiro, and the need to develop a policy appropriate to the needs and particularity of each location.eng
