Abstract: Author: Rodrigo Lopes Nogueira Transfer of Competencies in the Municipality of Arganil Report of Internship presented to the Faculty of Law of the University of Coimbra to obtain a Master's Degree in Public-Private Administration, under the scientific guidance of Professor João José Nogueira de Almeida.July 2019 Coimbra ABSTRACT This report presents the curricular internship related to the Master in Public-Private Administration, which took place in the Municipality of Arganil. The internship took place in the Municipality of Arganil beginning on 1-10-2018 and ending on 28-02-2019. The Municipality of Arganil is a territorially based collective person with its own representative bodies that aim at the pursuit of the interests of the respective populations. The Municipality of Arganil like the other municipalities is constituted by two organs: The Town Hall and the Municipal Assembly. In the last decades mainly since the 25 of April of 1974 we have been watching to a continuous and progressive transference of competencies of the State to the Local Authorities. These measures are intended to strengthen local power, as more powers mean greater autonomy. Local authorities are legally governed by Law 75/2013, which establishes the legal regime of local authorities and the transfer of competencies from the State to Local Authorities. The Law 50/2018 established the new framework for transfers to local authorities and the intermunicipal entities. Key-Words : Local Authorities; Municipalities; Intermunicipal Entities

Julho de 2019 Coimbra Resumo Este relatório apresenta o estágio curricular relativo ao Mestrado em Administração Público-Privada, que decorreu no Município de Arganil. O Estágio decorreu no Município de Arganil tendo início a 1-10-2018 e tendo terminado a 28-02-2019. O Município de Arganil é uma pessoa coletiva de base territorial dotada de órgãos representativos próprios que visam a prossecução dos interesses das respetivas populações. O Município de Arganil à semelhança dos restantes municípios é constituído por dois órgãos: A Câmara Municipal e a Assembleia Municipal. Nas últimas décadas principalmente desde o 25 de Abril de 1974 temos vindo a assistir a uma continuada e progressiva transferência de competências do Estado para as Autarquias Locais. Com estas medidas pretende-se reforçar o poder local, pois mais poderes significam maior autonomia. As autarquias locais são regidas juridicamente pela Lei nº 75/2013, que estabelece o regime jurídico das autarquias locais e a transferência de competências do Estado para as Autarquias Locais. A Lei nº50/2018 veio estabelecer o novo quadro das transferências para as autarquias locais e para as entidades intermunicipais.
