RESIDÊNCIA BELLINO&BELLINO Reabilitar memórias da era industrial PROPOSTA DE UM BOUTIQUE HOTEL PARA GOUVEIA

Abstract

O tema comum, proposto para as unidades curriculares de Atelier de Projeto II-C, Seminário de Investigação em Arquitetura e Laboratório de Projeto IC, do ano letivo de 2018/2019, foi Redesenhar Gouveia. Estas unidades curriculares complementares indicavam, sucessivamente, o seguinte subtema: “Projeto de revitalização e requalificação ecoeficiente da sua paisagem urbana central”.A investigação decorreu de um Protocolo celebrado entre a Universidade de Coimbra e a Câmara Municipal de Gouveia, de forma a incentivar o debate sobre a dinamização e requalificação da cidade, aproveitando para a enquadrar nos objetivos e metas para um desenvolvimento sustentável.Numa primeira fase, o grupo de mestrandos definiu, coletivamente, uma estratégia geral que apontou para a necessidade de estabelecer um modelo capaz de incentivar o turismo natureza no Parque Natural da Serra da Estrela. Nesse sentido, o objetivo principal da turma centra-se na intenção de transformar a cidade de Gouveia numa Porta Urbana relevante de chegada ao Parque Natural. Hoje, o acesso faz-se preferencialmente por Seia e pela Covilhã, mas Gouveia detém todas as condições para se auto propor como alternativa viável e pertinente. Esta solução passa, obviamente, por uma otimização dos modelos de acessibilidade e pela implementação de modos de mobilidade complementares, ambientalmente amigáveis e sempre disponíveis, contrariando as interrupções resultantes das condições climáticas desfavoráveis e do excesso acumulado de neve nos acessos. Deste processo resultou a identificação de uma evidente necessidade de reforço, da capacidade e diversidade, da oferta de alojamento turístico.Numa segunda fase, foi desenvolvida a proposta para um novo estabelecimento hoteleiro, agora em exercício individual, que deve participar ativamente nas dinâmicas do espaço público que foram propostas para o corredor da ribeira Ajax, que cruza o centro urbano. Toda a estratégia assentou, igualmente, num exercício de reversão da sazonalidade que atualmente caracteriza o destino turístico Serra Da Estrela, muito focado no destino de neve que marca o imaginário da região.Por fim, esta nova unidade hoteleira deveria, preferencialmente, instalar-se reabilitando algum do imenso património edificado, atualmente em ruínas ou abandonado, no centro da cidade. Nesse sentido, escolheu-se o edifício que abrigava as antigas residências privadas da família Bellino. Trata-se de um espaço relevante e simbólico, que integra esse património, com uma localização imponente sobre o vale da ribeira de Ajax e as ruínas dos antigos pavilhões industriais, do negócio da família.A investigação explora a temática da hotelaria, a partir de uma oferta exclusiva de média dimensão, inserida em ambiente urbano, procurando valorizar as inúmeras memórias, ainda vivas e muito presentes na cultura local. Esta aposta pretende reforçar a identidade e afirmação dos valores culturais endógenos como motores de agregação e coesão social, tal como preconizado no “quarto pilar” para o Desenvolvimento Sustentável, estabelecido pela ONU desde 2012. Assim sendo, sociedade, economia e cultura encontram-se neste tipo específico de programa, de apoio ao turismo Natureza, muito articulado com o ambiente natural envolvente.

The common theme, proposed for the curricular units of Project Atelier II-C, Architecture Research Seminar and Project Laboratory C, of the 2018/2019 school year, was Redesign Gouveia. These complementary curricular units indicated successively the following subtheme: "Project of revitalization and eco-efficient requalification of its central urban landscape”.The investigation stemmed from a Protocol concluded between the University of Coimbra and the Municipality of Gouveia, in order to encourage the debate on the dynamism and requalification of the city, taking advantage to fit the objectives and goals for sustainable development.In a first phase, the group of master's students collectively defined a general strategy that pointed to the need to establish a model capable of encouraging nature tourism in the Serra da Estrela Natural Park. In this sense, the main objective of the class focuses on the intention of transforming the city of Gouveia into a relevant Urban Gate of arrival at the Natural Park. Today, access is preferably done by Seia and Covilhã, but Gouveia has all the conditions to self-propose as a viable and pertinent alternative. This solution obviously involves an optimization of accessibility models and the implementation of complementary mobility modes, environmentally friendly and always available, contrary to the interruptions resulting from unfavorable weather conditions and accumulated excess of snow in access. This process resulted in the identification of a clear need for reinforcement, capacity and diversity, the offer of tourist accommodation.In a second phase, the proposal was developed for a new hotel establishment, now in individual exercise, which must actively participate in the dynamics of the public space that were proposed for the corridor of the Ajax stream, which crosses the urban center. The whole strategy also became an exercise in a reversal of seasonality that currently characterizes the tourist destination Serra Da Estrela, very focused on the snow destination that marks the imaginary of the region.Finally, this new hotel unit should preferably settle by rehabilitating some of the immense heritage built, currently in ruins or abandoned, in the city center. In this sense, we chose the building that housed the Bellino family's former private residences. It is a relevant and symbolic space, which integrates this heritage, with an imposing location over the valley of the Ajax river and the ruins of the old industrial pavilions, of the family business.The research explores the theme of hospitality, from an exclusive medium-sized offer, inserted in an urban environment, seeking to value the numerous memories, still alive and very present in local culture. This bet aims to strengthen the identity and affirmation of endogenous cultural values such as engines of aggregation and social cohesion, as advocated in the "fourth pillar" for Sustainable Development, established by the UN since 2012.Therefore, society, economics and culture are in this specific type of program, in support of nature tourism, very articulated with the surrounding natural environment.
