dc.description.abstract | A Dívida Pública Portuguesa apresentou, no início do ano de 2019, um peso de cerca de 121,5% do PIB. Este valor representa um dos mais altos registados na União Europeia, apenas superado pela Grécia (181,1%) e pela Itália (132,2%). Com um valor tão elevado, a análise da sustentabilidade das finanças públicas torna-se uma problemática fundamental. O presente Trabalho de Projeto procura dar uma resposta probabilística, e não apenas determinística, à questão da sustentabilidade da dívida pública portuguesa. Nesse sentido foi feita uma adaptação do artigo A New Index of External Debt Sustainability, de Olivier Blanchard e Mitali Das (2017). A metodologia foi dividida em três partes. Inicialmente, deu-se uma resposta determinística para a questão, através da utilização de previsões provenientes de instituições nacionais (Ministério das Finanças e Conselho de Finanças Públicas) e internacionais (Fundo Monetário Internacional). De seguida, foi feita a análise estocástica da sustentabilidade, com base num modelo VAR, que permitiu calcular a probabilidade de, com um determinado saldo orçamental primário constante, a dívida pública verificar a condição de sustentabilidade. Por último, foi calculada a probabilidade de se atingir a meta dos 60% para a dívida, daqui a 10, 20, 30, 40 e 50 anos, em 2029, 2039, 2049, 2059 e 2069, respetivamente. Os resultados foram esclarecedores. Com um saldo primário no intervalo entre 0,86% e 1,0% a dívida pública portuguesa apresenta uma probabilidade de sustentabilidade a cima dos 60%. Entre 2016 e 2018, o XXI Governo Constitucional apresentou um saldo primário médio de 1,93%, ao qual equivale uma probabilidade de sustentabilidade da dívida de 100,0%. Estes valores representam uma clara rutura com o passado recente. No que respeita à meta dos 60% para a dívida, a exigência orçamental será maior, caso o objetivo seja atingir essa marca até 2039. dc.description.abstract | At the beginning of 2019, the Portuguese public debt is about 121.5% of GDP. This value is one of the highest in the European Union, only surpassed by Greece (181.1%) and Italy (132.2%). With such a large public debt, the issue of the sustainability of the Portuguese public finances becomes a fundamental problem. This Work Project attempts to provide a probabilistic answer, and not just a binary/deterministic answer, to the question of whether the Portuguese public debt is sustainable. To this end, I adapted the approach presented in A New Index of External Debt Sustainability, by Olivier Blanchard and Mitali Das (2017). The methodology was divided in 3 parts. First, I provide a deterministic answer to the question, based on forecasts published by national (Finance Ministry and Public Finance Council) and international institutions (International Monetary Fund). Then, I carried out a stochastic analysis of sustainability, using a VAR model. This enabled the computation of the probability of sustainability, assuming a constant primary surplus. Lastly, I computed the probability of reaching the goal of a debt-to-GDP ratio equal to 60%, in 10, 20, 30, 40 and 50 years, in 2029, 2039, 2049, 2059 and 2069, respectively. The results were enlightening. With a primary surplus in the range of 0.86% to 1.0% the Portuguese public debt presents a probability of being sustainable above 60%. Between 2016 and 2018, the XXI Constitutional Government reported an average primary surplus of 1,93%, for which the probability of sustainability is 100%. This surplus represents a clear rupture with the recent past. As regards the 60% target for debt, the required surplus will be higher if the target is to reach that mark by 2039.
