Abstract: O International Public Sector Accounting Standards Board (IPSASB) tem vindo a desenvolver esforços com vista à harmonização da contabilidade para o setor público a nível mundial, através da emissão de International Public Sector Accounting Standards (IPSAS), de forma a melhorar as práticas de reporte financeiro público, tornando-o mais transparente, comparável e mais informativo para os diversos utilizadores, nomeadamente para os cidadãos, aumentado a qualidade da democracia.A União Europeia (UE) tem manifestado o apoio a esta iniciativa, iniciando o desenvolvimento das European Public Sector Accouting Standards (EPSAS), a partir das IPSAS, e que irão servir de orientação para os Estados Membros adaptarem a sua contabilidade do setor público, Portugal embarcou nesta tendência e, particularmente após a crise financeira de 2008, envidou esforços para adaptar este conjunto de normas às administrações públicas portuguesas, sendo criado o Sistema de Normalização Contabilística para as Administrações Públicas (SNC-AP), que entrará em vigor a 1 de janeiro de 2018.O SNC-AP, entre muitas mudanças, introduz uma norma dedicada à Agricultura, constituindo esta uma inovação na administração pública, com a introdução do conceito de ativos biológicos mensurados pelo justo valor.Neste contexto, esta investigação estuda as consequências da adoção daquela Norma nas entidades públicas, nomeadamente nas Escolas Superiores Agrárias (ESA), pois são estas que têm maior probabilidade de deter ativos biológicos. Com recurso a questionários e dois estudos de caso, incluindo realização de entrevistas semiestruturadas e análise de documentos, foi possível perceber qual o panorama atual destas entidades no que concerne ao reconhecimento e mensuração dos recursos biológicos, bem como analisar as consequências da implementação daquela Norma nas mesmas.Na maioria das Escolas foi referido que os animais e plantas que estas detêm são para uso pedagógico e investigacional dos alunos. Atualmente, quando estes são reconhecidos nas suas contas, são reconhecidos como existências ou imobilizados.No contexto do SNC-AP, levanta-se a questão se estes ativos deveriam ser reconhecidos como equipamentos biológicos, fora da alçada da NCP 11 – Agricultura, dados os propósitos com que são detidos.Este estudo conclui que, na maioria das ESA, os animais e plantas vivos devem ser efetivamente reconhecidos como equipamentos biológicos, sendo mensurados como tal de acordo com a NCP 5 – Ativos Fixos Tangíveis. Unicamente na Escola Superior Agrária de Coimbra e na Escola Superior Agrária de Bragança foi possível identificar ativos, que apesar de serem usados nas atividades letivas, o principal objetivo é a produção para venda, sendo este valor significativo para as contas das ESA, cumprindo assim o conceito de ativos biológicos no âmbito da NCP 11 e devendo, portanto, ser reconhecidos e mensurados como tal.
The International Public Sector Accounting Standards Board (IPSASB) has been working to harmonize accounting for the global public sector through the issuance of International Public Sector Accounting Standards (IPSAS), in order to improve reporting practices making it more transparent, comparable and more informative for the various users, particularly for citizens, enhancing the quality of democracy.The European Union (EU) has expressed support for this initiative by initiating the development of the European Public Sector Accounting Standards (EPSAS) from IPSAS, which will guide Member States to adapt their public sector accounting, Portugal embarked on this trend and, particularly after the financial crisis of 2008, made efforts to adapt this set of rules to Portuguese public administrations, and created the Accounting Standardization System for Public Administrations (SNC-AP), which will enter into force on 1 of January 2018.The SNC-AP, among many changes, introduces a standard dedicated to agriculture, constituting an innovation in public administration, with the introduction of the concept of biological assets measured at fair value.In this context, this research studies the consequences of adopting this Standard in public entities, namely in the Higher Agrarian Schools, since these are the ones that are most likely to hold biological assets. Using questionnaires and two case studies, including semi-structured interviews and document analysis, it was possible to perceive the current situation of these entities regarding the recognition and measurement of biological resources, as well as to analyse the consequences of the implementation of that Standard in themselves.In most of the Schools it was mentioned that the animals and plants they hold are for the pedagogical and investigative use of the students. Currently, when these are recognized in their accounts, they are recognized as inventories or fixed assets.In the context of the SNC-AP, the question arises as to whether these assets should be recognized as biological equipment, outside the purview of NCP 11 - Agriculture, given the purposes with which they are held.This study concludes that in most Schools, live animals and plants should be effectively recognized as biological equipment and measured as such in accordance with NCP 5 - Property, Plant and Equipment. Only in the Agrarian Higher School of Coimbra and in the Agrarian Higher School of Bragança was it possible to identify assets, which, despite being used in school activities, the main objective is production for sale, this being a significant value for the enteties accounts, thus fulfilling the concept of biological assets within the scope of NCP 11 and should therefore be recognized and measured as such.
