Identificação de medidas mitigadoras e de adaptação face a alterações climáticas em Portugal

Abstract

O ambiente e a sociedade têm vindo a deparar-se, em diversas áreas, com grandes impactos das alterações climáticas, manifestadas em variáveis meteorológicas e hidrológicas. Independentemente da origem dessas alterações, natural ou antrópica, é necessário adotar medidas de adaptação que sejam as mais adequadas à escala local/regional e medidas mitigadoras, para minimizar as emissões de gases com efeito de estufa para a atmosfera. O objetivo principal deste estudo foi dedicar atenção à problemática das alterações climáticas, especialmente de origem antrópica, e às medidas mitigadoras e de adaptação com relevância em Portugal Continental. Pesa aqui o reconhecimento de alterações recentes na variabilidade na precipitação e temperatura do ar em Portugal Continental, a escalas temporais e espaciais pertinentes à identificação de medidas de adaptação adequadas. Assim, recorreu-se à pesquisa bibliográfica para conhecer e perceber melhor a problemática do efeito das alterações climáticas e, neste âmbito, quais as questões significativas identificadas já pela comunidade científica e técnica. Complementarmente, procedeu-se ao estudo e análise de algumas séries temporais de precipitação e temperatura do ar, pretendendo-se investigar a existência (ou não) de diferenças entre regiões de Portugal Continental nas tendências recentes observadas nessas variáveis. Os resultados foram discutidos e comparados com estudos anteriormente realizados por outros autores. Por fim, identificam-se medidas a adotar, de adaptação e de mitigação

The environment and the society have been facing major impacts of climate change in several areas, manifested in meteorological and hydrological variables. Regardless of the origin of these changes, natural or anthropic, it is necessary to adopt adaptation measures that are the most appropriate at local/regional scale and mitigation measures to minimize the emissions of greenhouse gases into the atmosphere. The main goal of this study was to devote attention to the problem of climate change, especially of anthropogenic origin, and to the relevant mitigation and adaptation measures in mainland Portugal. Stands out here the recognition of recent changes in the variability in precipitation and air temperature in mainland Portugal, at temporal and spatial scales relevant to the identification of appropriate adaptation measures. Thus, bibliographic research was used to better understand the effect of climate change and what are the significant issues already identified by the scientific and technical community in this context. A study and analysis of several time series of precipitation and air temperature was attempted, intending to investigate the existence (or not) of differences between regions of mainland Portugal, regarding recent trends in these variables. The results were discussed and compared with previous studies by other authors. Finally, adaptation and mitigation measures were identified
