Abstract: O presente trabalho aborda o tema dos fenómenos extremos de vento, mais precisamente as rajadas de vento forte e os tornados, que atingem Portugal. O propósito de estudar este tema prende-se com o facto da ocorrência destes fenómenos ser bastante frequente, no caso das rajadas de vento forte, provocando avultados danos no território português. Por outro lado embora os tornados sejam relativamente raros, torna-se pertinente o seu estudo, pelo facto de a sua ocorrência resultar em danos graves nas regiões por onde passa. É também de ressaltar que o registo histórico de tornados em Portugal, embora existente, não apresenta muita informação. O estudo dos tornados em Portugal carece de maior investigação, em várias vertentes, nomeadamente na sua génese, no seu registo histórico, no seu comportamento e na detecção e prevenção. Apresenta-se neste trabalho um inventário dos episódios de vento forte (rajadas de vento forte e tornados) para o período de Janeiro de 2007 a Dezembro de 2014, no qual se procede à caracterização desses fenómenos meteorológicos em Portugal continental. De seguida analisa-se qual o contexto atmosférico dos tornados em Portugal, associado a situações sinópticas especificas. Como caso de estudo realiza-se a análise ao tornado de Lagoa/Silves a 16 de Novembro de 2012, o qual contem a descrição do evento, o contexto atmosférico, qual a intensidade, consequências, trajecto e qual o impacto do tornado nas populações afectadas. A gestão deste tipo de desastre natural e prevenção também são temas abordados neste trabalho. Com recurso à recolha de informação na imprensa nacional, assim como no European Severe Weather Database foi elaborado um inventário dos Episódios de Vento Forte. Os dados recolhidos foram tratados em formato de mapas a partir do software de sistema de informação geográfica ArcGis e também de gráficos através do Excel. Foram analisadas cartas sinópticas diárias para caracterizar o contexto atmosférico. E realizaram-se entrevistas e inquéritos às autoridades e populações afectadas pelo tornado de 16/11/2012. Pode-se concluir que os tornados são fenómenos meteorológicos extremos raros em Portugal, sendo as rajadas de vento forte mais frequentes. As situações sinópticas registadas são muitas vezes associadas a mesociclones, com origem em estruturas supercelulares. O tornado em Lagoa/Silves de 16/11/2012 teve bastante impacto nas populações, afectando as infra-estruturas da área atingida, assim como o quotidiano e a saúde das pessoas directa e indirectamente atingidas. A gestão de desastres naturais como os tornados ainda é muito recente em Portugal, neste caso aplica-se normas internacionais relacionadas com este tipo de evento. É na prevenção que se tem apostado, nos últimos anos, sobretudo na sensibilização aos mais novos nas escolas.
This paper addresses the issue of wind extreme events, more precisely the strong wind gusts and tornadoes that hit Portugal. The purpose of studying this issue relates to the fact that the occurrence of these phenomena is quite common in the case of strong gusts of wind, causing widespread damage in Portuguese territory. Furthermore although the tornadoes are relatively rare, it is pertinent to this study, because its occurrence result in serious damage in the regions through which it passes. It is also noteworthy that the historical record of tornadoes in Portugal, although existing, does not have much information. The study of tornadoes in Portugal needs further research in various areas, particularly in its genesis, its historical record, in their behavior and in the detection and prevention. In this work is presented an inventory of strong wind episodes (strong gusts of wind and tornadoes) for the period from January 2007 to December 2014. This is preceded by the characterization of these meteorological phenomena in Portugal mainland. Then is analyzed which the atmospheric backdrop of tornadoes in Portugal, associated with specific synoptic situations. A case study was carried analyzing the Lagoa/Silves tornado that occurred on November 16, 2012. This study contains the description of the event, the atmospheric context, degree of intensity, consequences, route and the impact of the tornado on the affected population. The management of this kind of natural disaster and prevention is also discussed in this study. An inventory of strong wind episodes was created using information from the national media as well as in the European Severe Weather Database. The collected date was analyzed on the map format from the Arcgis geographic information system and also using Excel graphics. Daily synoptic charts were analyzed to study the atmospheric context. Interviews and inquiries were conducted with the authorities and people affected by the November 16 tornado. It can be concluded that tornados are extremely rare weather events in Portugal. Strong gusts of wind are more frequent events. Registered synoptic situations are often associated with mesocyclones originated in super cell structures. The Lagoa/Silves tornado of November 16th, 2012 had a major impact upon the local population, damaging the infrastructure of the area as well as affecting the daily life, health and well-being of the people directly and indirectly affected. The natural disaster management as tornadoes activity is still very recent in Portugal, in this case international standards related to this type of event are applied. Investment in prevention has been made in recent years, especially in creating awareness amongst the young in schools.
