Política externa angolana em tempo de guerra e paz: colonialismo e pós-colonialismo

Abstract

O presente estudo trata da ação política dos movimentos armados de libertação de Angola – nomeadamente a FNLA, o MPLA e a UNITA, que disputaram o poder durante o atribulado processo de transição política naquele país africano, iniciado em 1974 –, assim como da política externa do Estado angolano liderado pelo MPLA, que criara, na década de 60, o Departamento de Relações Exteriores para busca de apoio e reforço da ação diplomática contra a política colonial do Estado Novo português, numa fase em que a FNLA era reconhecida por vários países do continente africano. Outro tema deste estudo é o empenho político dos movimentos de libertação, através das suas delegações e colaboradores no exterior, no sentido de obterem apoios e serem reconhecidos internacionalmente como os representantes legítimos das populações angolanas. Será ainda objeto de estudo a política externa do Estado de Angola e a normalização das relações com vários países, o reforço da cooperação, a luta contra o regime do apartheid e o fim dos vestígios do colonialismo em África. Após a queda do Muro de Berlim, em 1989, os partidos políticos de Angola participaram nas primeiras eleições gerais, supervisionadas pelas Nações Unidas, em 1992. A mudança ideológica do Estado de Angola, em vigor desde 1975, foi inevitável, tendo permitido o reconhecimento oficial do Estado angolano pelos EUA e a constituição da Comunidade de Países de Língua Portuguesa (CPLP). Terminada a guerra civil, em 2002, o Estado angolano privilegiou as relações com a China, enquanto mantinha as ligações tradicionais com vários países como o Brasil, Cuba, ex-União Soviética e outros Estados, como nos dá conta este estudo.

This study addresses the political actions of the armed liberation movements of Angola, namely FNLA, MPLA and UNITA, which vied for power during the troubled process of political transition, started in 1974 in that African country. This research addresses as well the foreign policy of the Angolan State led by the MPLA, which had created, in the 60’s, the Department of Foreign Affairs in order to seek support and strengthen the diplomatic action against the colonial policy of the Portuguese Estado Novo, while FNLA was been recognized by several countries in the African continent. Another subject of this study is the political commitment of the liberation movements, by means of their overseas delegations and collaborators, to obtain international support and recognition as the legitimate representatives of the Angolan population. This study also focuses the foreign policy of the Angolan State and the normalization of diplomatic relations with several countries, as well as the strengthening of cooperation, the fight against the apartheid regime and the end of the remains of colonialism in Africa. After the fall of the Berlin Wall in 1989, political parties in Angola participated in the first general elections, which were supervised by the United Nations in 1992. Ideological change in the Angolan State, in force since 1975, was inevitable and it resulted in the official recognition of the country by the U.S.A. and the institution of the Community of Portuguese Language Countries (CPLP). After the civil war in 2002, the Angolan State has privileged relations with China, while maintaining traditional links with various countries like Brazil, Cuba, the former Soviet Union and other States, as it is reported this study.
