Almoxarifes e Almoxarifados ao tempo de D. Afonso IV

Abstract

A presente dissertação centra-se no estudo de uma instituição de cariz financeiro – os almoxarifados – e dos seus agentes – os almoxarifes –, durante o reinado de D. Afonso IV (1325-1357). Numa primeira parte, percorrem-se as origens (de D. Sancho I a D. Sancho II) e o desenvolvimento desta instituição (com D. Afonso III e D. Dinis), interpretando-se não só a organização da burocracia fiscal, no âmbito da crescente complexidade administrativa, como, também, a transição de uma flexibilidade de funções para uma definição clara das competências destes oficiais do fisco. Numa segunda parte, já no reinado de D. Afonso IV, analisa-se a afirmação orgânico-funcional dos almoxarifados, alicerçada na documentação da Chancelaria e na legislação aplicável, para a regulação desta instituição. Identificam-se as unidades orgânicas que compunham a rede de almoxarifados, problematizando as suas várias tipologias. De igual forma, identificam-se os almoxarifes responsáveis por cada unidade orgânica, definindo claramente as suas funções e competências, não deixando de examinar a sua representação nas Cortes de D. Afonso IV.

This dissertation focuses on the study of a financial institution – the almoxarifados – and its agents – the almoxarifes –, during the reign of D. Afonso IV (1325-1357). In the first part are analyzed the origins (from D. Sancho I to D. Sancho II) and the development of this institution (D. Afonso III and D. Dinis) interpreting, not only the organization of the tax bureaucracy, in the context of the increasing administrative complexity, but also the transition from the functions flexibility to a clear definition of the responsibilities of these officers. In the second part, already in the reign of D. Afonso IV, it is analyzed the organic and functional affirmation of the almoxarifados, based on the chancery documentation and on the legislation to regulate this institution. So, they are identified the organic units that composed the almoxarifados network, questioning their various typologies. In the same way, they are identified the almoxarifes who were responsible for each unit, defining their functions and responsibilities and analyzing their representation in the Cortes of D. Afonso IV.
