Percursos de sustentabilidade: políticas e práticas de planeamento para o desenvolvimento turístico no Município de Sines

Abstract

Esta é uma investigação centrada nas questões que envolvem o planeamento e o desenvolvimento turístico sustentável, num contexto territorial específico que é o Município de Sines, objecto do estudo de caso. Numa tentativa de compreender os contornos desta relação tridimensional, abordamos a realidade a partir de um quadro teórico encimado pelos conceitos de turismo sustentável, desenvolvimento turístico e planeamento turístico, apresentando e partilhando os contributos teóricos avançados por inúmeros autores contemporâneos, e elegendo a “Terceira Via para o Planeamento Turístico”, da autoria de BURNS (2004a), como paradigma norteador da abordagem empírica. O envolvimento dos visitantes, empresários e gestores públicos, entre os demais agentes, no processo de planeamento e desenvolvimento, característica diferenciadora do paradigma de referência, contribui para a responsabilização com o processo e com os resultados, facilitando igualmente a monitorização e a avaliação. O reflexo deste princípio nas opções metodológicas, feitas no contexto da presente investigação, traduz-se na aplicação de um inquérito por questionário aos visitantes e na realização de entrevistas a um painel de stakeholders, garantindo-se a recolha da informação não disponível, mas igualmente a participação dos diferentes actores. A leitura e interpretação do diagnóstico, compreendendo os recursos turísticos, os instrumentos de gestão territorial e os documentos de orientação estratégica aplicáveis ao Município de Sines, os investimentos de proximidade, e a percepção dos visitantes, dos agentes públicos e privados e de especialistas, em associação com os resultados da reflexão teórica, permitiram-nos identificar quatro produtos turísticos, o Turismo Costeiro, a Meeting Industry, o Turismo de Saúde e de Bem-estar e o Turismo Industrial, cuja natureza particular e a intercomplementaridade poderão contribuir para a operacionalização de um modelo de desenvolvimento turístico sustentável. Este exercício deu forma à primeira das etapas do modelo da “Terceira Via”, antecedendo uma dimensão mais prática, da qual resultou um conjunto de propostas concretas e operacionalizáveis, entre as quais se destacam: estruturas formais concebidas para reflectir, planear, monitorizar e avaliar o desenvolvimento turístico, objectivos, estratégias, e práticas de desenvolvimento turístico, um modelo de espacialização dos produtos turísticos e a tipificação da procura turístico, tendo sempre como referência o conceito de turismo sustentável.

This is a research focusing on issues surrounding the planning and sustainable tourism development in a specific territorial context that is the municipality of Sines, the subject of case study. In an attempt to understand the three dimensional borders of this relationship, we evaluated the reality from a theoretical framework connected by the concepts of sustainable tourism, tourism development and tourism planning, presenting and sharing the theoretical contributions advanced by many contemporary authors and selecting the "Third Way Planning for Tourism ", by BURNS (2004), as the guiding paradigm of the empirical approach. The involvement of visitors, entrepreneurs and public agents, among others involved in the process of planning and development, distinguishing feature of the paradigm of reference, contributes to the accountability with the process and the results, also facilitate the monitoring and evaluation. The repercussion of this principle in the methodological choices, made in the context of this research, is reflected in the application of a questionnaire survey to visitors and in interviews to a panel of respondents, ensuring the collection of not available information, but also ensuring the participation of different actors. The extrapolation of the results of the theoretical reflection to the territorial unit under study, together with the contributions from some of the stakeholders involved in tourism planning and development and with the potential of the territory, allowed us to identify four tourism products, the coastwise tourism, the Meeting Industry, the health and wellness tourism and the industrial tourism, whose particular nature and complementarity, may contribute to the implementation of a sustainable tourism development model. A diagnosis including the tourism resources, the territorial management instruments and the strategic guidance documents applicable to the Municipality of Sines, the proximity investments, and the perception of visitors, the public and private agents and the experts, formed the first stages of the "Third Way" model, preceding a more practical dimension, which resulted in a set of concrete and actionable proposals, among which are: formal structures designed to reflect, plan, monitor and evaluate the development of tourism, goals, strategies and practices of tourism development, a spatialization model of tourism products and the classification of tourist demand, always with reference to the concept of sustainable tourism.
