This research aims to understand the dynamics of social vulnerability in the context of Cape Verde having as point of analysis the young residents in the neighborhood Safende (outskirts of the city of Praia). Among the possible readings, we argued the one that conceives vulnerability as a negative particular configuration, resulting from the intersection of opportunity structures and assets of individuals (Filgueira, 2001, p.10). In this logic the reality of the Safende neighborhood is characterized by the resources it has and those who are absent, where the dichotomy center periphery is evident in their geographical and social dimensions. Anchored in a qualitative study, this scenario is presented through the eyes of young people aged between 16 and 25 years. This study, we found that the experience in the Safende neighborhood is perceived by young people as an aggravator of the dynamics of vulnerability considering lack of opportunities that meet their educational needs, employment and leisure, which contributes to hinder the appropriation of scarce opportunities and thus further weaken their assets. Through this study it was evident the role that proximity networks assume in minimizing the impact of the vulnerability.por
