“A Implementação da Estratégia Nacional para a Integração de Pessoas em Situação de Sem-Abrigo: Estudo de Caso no Centro de Acolhimento e Inserção Social – Comunidade de Inserção, em Coimbra”

Abstract

A presente dissertação, representa o trabalho final de Mestrado em Serviço Social, e consubstancia-se na exposição de uma experiência de investigação-ação, onde se analisa a intervenção social junto de Pessoas em Situação de Sem-Abrigo, num estudo de caso realizado no Centro de Acolhimento e Inserção Social da Associação Integrar, na cidade de Coimbra; e cujos resultados qualificaram, as ações profissionais e os seus resultados junto da população-alvo da resposta.Tendo em consideração, o desiderato de que o fenómeno das pessoas em situação de sem-abrigo é cada vez mais multidimensional, ergue-se como um ponto basilar estudar as dimensões desta problemática complexa. A escolha da modalidade de trabalho deveu-se ao argumento de que qualquer trabalho de investigação deve ser baseado na experiência prática, e de que a auscultação no terreno é um passo basilar para a compreensão de um fenómeno tão complexo como o das Pessoas em Situação de Sem-Abrigo (PSSA). O interesse pelo conhecimento acerca da problemática das PSSA, advém de uma preocupação com as manifestações desta na sociedade atual, e por entender que o direito à habitação é uma necessidade básica, e consagrada na Constituição da República Portuguesa (CRP). Relativamente ao CAIS/CI em específico, a escolha desta resposta social da Associação Integrar em Coimbra, sustenta-se no interesse pela obtenção de experiência na atuação e intervenção social, junto desta população-alvo, e no trabalho em prol da (re)inserção social, tanto junto dos indivíduos em situação de sem-abrigo acolhidos neste equipamento, tal como no acompanhamento dos indivíduos em regime de ambulatório.O processo iniciou-se através da pesquisa bibliográfica e escolha do tema, seguido da implementação do projeto de estágio, posteriormente, no decorrer desse período foi feita uma auscultação no terreno de intervenção, e procedeu-se a à recolha e análise dos dados, com recurso aos devidos instrumentos. Por fim, foi feita a triangulação dos dados, de modo a transpor as ideias provenientes deste trabalho investigativo.

The present dissertation represents the final work of the Master's Degree in Social Work, and is embodied in the exposition of an action-research experience, where the social intervention with the Homeless People is analyzed, in a case study carried out in the Reception and Social Insertion Center of the “Integrar Association”, in the city of Coimbra; and whose results qualified, the professional actions and their results with the target population of the response.Bearing in mind the desideratum that the phenomenon of homeless people is increasingly multidimensional, it is a fundamental point to study the dimensions of this complex problem.The choice of work modality was due to the argument that any work ofresearch must be based on practical experience, and that consultation on the ground is a stepfundamental to the understanding of a phenomenon as complex as that of People in Situation ofHomeless (PSSA). The interest in knowledge about the PSSA problem comes froma concern with its manifestations in today's society, and for understanding that the right toHousing is a basic need, and enshrined in the Constitution of the Portuguese Republic (CRP).With regard to CAIS/CI in particular, the choice of this social response by Associação Integrarin Coimbra, is based on the interest in obtaining experience in social action and intervention,with this target population, and in the work towards social (re)insertion, both with the individualsin a homeless situation sheltered in this facility, as well as in the monitoring of theindividuals on an outpatient basis.The process began through bibliographic research and choice of theme, followed by the implementation of the internship project, later, during this period, a consultation was carried out in the intervention field, and data collection and analysis was carried out, with recourse to the appropriate instruments. Finally, the data was triangulated in order to transpose the ideas from this investigation.
